The public will be allowed to speak concurrently with the calling of an agenda item following the staff presentation of that item.

Motion passed unanimously 5-0.
VIII PUBLIC HEARINGS – Public hearings are generally scheduled for a time certain of 6:00 p.m. or soon thereafter, unless noticed otherwise.
A) Coastal Development Permit # 2025-01: 840 Bluff Top Road Recommended Action: Receive Report, Hold a Public Hearing, and Consider Adopting Resolution 2025-16 of the Point Arena City Council Approving Coastal Development Permit (2025-1) to Construct a Single-Family Residence, and ADU and Associated Improvements Located at 890 Bluff Top Road (APN 027-041-35), Categorically Exempt from CEQA under section 15303(a) new construction of a single-family residence and Section 66317 for ministerial projects.
Motion confirming public notice by Councilmember Burkey, Seconded by Vice Mayor Doyle. Motion passed unanimously 5-0.
Motion to approve Coastal Development Permit # 2025-01 by Vice Mayor Doyle, Seconded by Councilmember Burkey. Motion passed unanimously 5-0.
B) Coastal Development Permit # 2025-02: 780 Bluff Top Road Recommended Action: Receive Report, Hold a Public Hearing, and Consider Adopting Resolution 2025-17 of the Point Arena City Council Approving Coastal Development Permit (2025-2) to Construct a Driveway At 780 Bluff Top Road (APN 027-041-33), Categorically Exempt from CEQA under section 15303e Accessory Structures.
Motion confirming public notice by Councilmember Burkey, Seconded by Vice Mayor Doyle. Motion passed unanimously 5-0.
Motion to approve Coastal Development Permit # 2025-01 by Councilmember Burkey, Seconded by Vice Mayor Doyle. Motion passed unanimously 5-0.
IX REPORTS/ACTION ITEMS – All items under this section are for discussion and possible action.
A) Resolution 2025-16 Mendocino Council of Governments Joint Powers Authority Agreement to Add Energy & Climate Related Programs as Specific Powers City of Point Arena
City Council Minutes – July 22, 2025
Motion to approve Resolution 2025-16 by Councilmember Koogle , Seconded by Vice Myor Doyle. Motion passed unanimously 5-0.
B) Adoption of Special Event Fees
Motion to approve Special Event Fees for nonprofit/government rates only by Councilmember Hansen, Seconded by Vice Mayor Doyle. Motion failed 2-2 with Councilmember Burkey recused.
