ANALYSIS
For the past 24 years, the City of Point Arena has operated a Used Oil Recycling Program to prevent illegal disposal, promote recycling of used oil and filters, and support reclamation. Residents deposit used oil and filters at a rented storage shed located on the property of L&B Avalos Body Shop. City staff regularly monitor the site and transport collected oil and filters to the County’s waste oil facility on Eureka Hill Road. When the storage containers approach capacity, the City contracts with World Oil, a certified waste oil processor, to collect and recycle the materials, typically once a year.
The City previously received an annual $5,000 grant through CalRecycle, administered by the Mendocino Solid Waste Management Authority (MSWMA). These funds were used to pay $1,800 in annual rent for the storage shed, with the balance covering wages and benefits for Public Works staff who manage the program. While receiving the grant, the program costs consistently exceeded the grant amount, requiring the City to contribute approximately $1,000 annually from the General Fund.
YEAR GRANT EXPENSE DIFFERENCE
17-18 $ 5,000.00 $ 5,610.16 $ 610.16
18-19 $ 5,000.00 $ 6,629.53 $ 1,629.53
19-20 $ 5,000.00 $ 7,720.69 $ 2,720.69
20-21 $ 5,000.00 $ 5,139.85 $ 139.85
21-22 $ 5,000.00 $ 5,589.00 $ 589.00
22-23 $ - $ 5,470.75 $ 5,470.75
23-24 $ - $ 888.64 $ 888.64
24-25 $ - $ 3,084.14 $ 3,084.14
Since FY 2021–22, the City has not received any grant funding due to administrative turnover at MSWMA. During this time, the City has fully subsidized the program, expending $9,443.53 of General Fund money to provide what has effectively become a regional service. MSWMA’s instability has complicated administration of the program, with responsibilities temporarily shifting to the County Department of Transportation and later to the City of Ukiah. The City has missed funding for the past three years. In 2023, staff recommended discontinuing the program and the City Council directed staff to continue in hopes that funding would resume. To date, it has not.
Residents have alternative options for proper disposal of used oil and filters, including the Casper Transfer Station, the MendoRecycle facility in Ukiah, and automotive supply stores such as O’Reilly’s in Fort Bragg. The HazMobile also accepts oil and filters during its annual hazardous waste collection event, scheduled next for October 3–4 at Arena Cove.
Given the lack of sustainable funding and the continuing burden on the City’s General Fund, staff recommends closing the Used Oil Recycling Program, removing the shed at L&B Avalos Body Shop, and repurposing the County Yard waste oil facility into storage and workspace for Public Works operations.
