POINT ARENA CITY COUNCIL

AGENDA ITEM SUMMARY
AGENDA ITEM: IX C
MEETING DATE: 10/28/2025
TITLE
Addendum to Franchise Agreement with Redwood Waste Solutions

RECOMMENDED ACTION
Authorize the Mayor to execute a First Addendum to the Franchise Agreement with Redwood Waste Solutions, Inc., allowing for the curbside pick-up of organic and green waste by the City of Point Arena.

ANALYSIS
In March 2024, the City entered into a Memorandum of Understanding (MOU) with Soil Alliance LLC (formerly Gritt Soil LLC) to support the City in establishing and maintaining compliance with SB 1383. Senate Bill 1383 is the California law that mandates municipalities to divert organic materials—including food waste, green waste, and foodsoiled paper—from landfills to help meet statewide greenhouse gas reduction targets.

On June 24, 2024, the City of Point Arena entered into a franchise agreement with Redwood Waste Solutions, Inc. (RWS) to collect and dispose of solid waste and recycling from the City. Under this agreement, the definition of solid waste included organic and green waste materials, and RWS held exclusive rights to curbside collection. RWS has not provided separate collection of green or organic waste, as such a program would not be economically viable for them or for residents and businesses of Point Arena.

The franchise agreement gave them exclusive curbside collection of organics, which they have not began. Instead, RWS approved an Addendum which specifically exempts the City from RWS’s exclusive collection rights, allowing only the City to perform curbside collection and transport of green and organic waste for a pilot composting program. This ensures compliance with SB 1383 under the City’s Low Population Waiver (Title 14, California Code of Regulations § 18984.12). Soil Alliance LLC will present the program logistics to the Council at a future meeting.

FISCAL IMPACT
None related to the change of the addendum. The fiscal impact of the act of curbside collection of organics will be discussed in a future meeting
