VI PRIVILEGE OF THE FLOOR (Public Comment Period)
Peter Bogdhan provided an update on the Hoist Replacement Project. The project is generally on track. The latest update from Allied Crane indicates the winch—the critical component—will ship from the factory on December 5, later than the originally planned September 18 arrival in Pittsburgh.
Delivery is expected before Christmas. Given this schedule, there is no urgency to rush installation, and re-installing the old winch temporarily is unnecessary. The project is close to the original budget, though some cost overruns are expected before completion.

IX REPORTS/ACTION ITEMS – All items under this section are for discussion and possible action.
A) Approval of a Permanent Local Housing Allocation (PLHA) Loan Application The PLHA Program, which opened for applications in May, has received one completed application for a home at 65 Mill Street. The requested work involves foundation improvements essential to the building’s longevity. While program guidelines limit loans to $50,000, the total repair cost is $81,000. The loan committee determined that exceeding the guideline was justified, as partial work would not adequately preserve the home. The applicant meets all income criteria and submitted a complete application. The proposed loan is $80,000, with a 15-year, 0% interest amortization, and payments deferred for 15 years. A five-year review is included to assess the borrower’s capacity to begin repayments and ensure responsible use of funds. The committee recommends approval by the City Council.
Motion to approve the loan by Councilmember Dobbins, Seconded by Vice Mayor Doyle. Motion passed unanimously 5-0.
B) Report on Fats, Oils & Grease (FOG) in City Wastewater System The City will provide information on the appropriate interceptors prior to the new year; however, installation is not required by December 1. Currently, the focus is on cleaning and preparing the pipes to ensure reliable operation through the winter. Businesses are not the sole contributors to wastewater system issues—residents also play a role—so a letter will be sent to residents encouraging them to be mindful of what they put down drains. Using existing city code, the City anticipates effective support from businesses in maintaining wastewater facilities. Staff emphasized that the Chief Plant Operator and other plant personnel directly manage the system, highlighting the importance of proper disposal practices by both businesses and residents. The inspections and outreach efforts will be conducted using existing departmental staff and hours, with no additional cost to the current budget. Installation, cleaning, and maintenance will remain the responsibility of business owners, with support provided through the Economic Development and Facilities Committee. Proactive enforcement and outreach are intended to prevent costly City of Point Arena

backups and maintain the system. Additional guidance on interceptors and associated calculation requirements will be provided once further information is available.
Motion to approve sending letters by Vice Mayor Doyle, Seconded by Councilmember Dobbins.
Motion passed unanimously 5-0.
C) Letter of Support for Arena Cove Stewards Grant Application The Council discussed the letter of support for the Arena Cove Stewards’ grant application for a sea level rise adaptation study, which is the second step following the City’s previous vulnerability study. This project will involve on-site analysis by engineers, hydrologists, and biologists to identify adaptation options for local infrastructure, including Port Road, the sewer plant, and Arena Creek. The study will provide a detailed adaptation plan, allowing the City to pursue future funding for implementation.
Arena Cove Stewards, as a nonprofit, will administer the grant using stakeholder funds from the Fisherman’s Festival, including hiring a CPA and grant writer to manage the process, ensuring there is no financial impact on the City. The City will remain involved through updates and advisory meetings but will not manage the grant directly due to limited staff bandwidth. The Council recognized the importance of moving forward with the grant to position the City for future funding opportunities from the Ocean Protection Council, with the application due December 19.
Motion to approve support letter to Ocean Protection Council by Vice Mayor Doyle, Seconded by Councilmember Hansen. Motion passed 4-1 with Councilmember Koogle dissenting.
