STREETS & PARKS

November 10, 2025
Monthly Department Report
Prepared by: Patrick Hillscan, Operations Lead – Streets and Parks & Wastewater Maintenance Worker II Summary / Overview
The primary focus this month has been completing the final mowing of the season before the ground becomes too wet to access. Progress was slowed due to multiple staff call-outs related to illness, and with limited staffing, any absences significantly impact workflow. In addition, the Streets Department’s main piece of equipment—the small John Deere tractor—was out of service due to an alternator issue. It has since been repaired and is now fully operational.
Streets
• Repaired the small tractor.
• Completed mowing on Riverside and Windy Hollow.
Parks
• Removed a wasp nest along the park trail.
• Performed regular trash cleanup.
Projects / Capital Improvements – To do
• Painting parking spaces on Main Street is on hold until the dry season. • Pave on Windy Hollow Road.
• Park bridge rebuild.
• Community garden irrigation improvements.
• Playground repair
Equipment Needed
• Small gas chainsaw
• New chains for existing saws
• Mini excavator with a flail/shredder attachment, which would save significant hours on roadside maintenance.
• Need new locking trash and recycling cans for downtown and the Cove.
Issues / Challenges
• Ongoing staffing shortages.
• Increasing storm debris.
• Very old equipment requires frequent repairs.
Goals / Priorities for Next Month
With equipment now back in service, efforts will focus on preparing for the rainy season by clearing storm drains, gutters, and other critical drainage areas.
POINT ARENA WASTEWATER
TREATMENT FACILITY
451 School St. | PO Box 67 | Point Arena, CA 95468
December 16, 2025
Monthly Department Report
Prepared by: Joe Wilson, Chief Plant Operator of Point Arena Wastewater Treatment Facility Summary / Overview
During the past month, the Treatment Plant met all WDR permit requirements, and no spills occurred in the collection system. At the Cypress Meadows lift station, Pump 1 triggered a seal-fail alarm; the pump is still operating, but we do not have a spare. A replacement pump costs approximately $7,000, and a seal-rebuild kit for the existing pump is about $700. Given the 4–6 week lead time, it would be prudent to have a spare pump on hand.
Ed has been working on the jettier and had it running well, but it is now having difficulty running. He is sourcing a replacement choke cable, after which it should be operational. We also replaced the fuel relay on the big tractor and repaired the charging issue on the small tractor by installing a new solenoid. We plan to jet mainlines as soon as the jettier is fully functional.
Notable Events
• Seal-fail alarm on Pump 1 at the Cypress Meadows lift station. • During the last major storm, influent flow increased by 50,000 gallons within 24 hours—still manageable.
• Lagoons were lowered in preparation for the wet-weather months.
Maintenance and Repairs
• Took sludge depths on both lagoons; cleared a stick from the east mixer. • Upcoming plans include jetting mainlines and repairing the lift station pump. • Ordered a seal-rebuild kit for the lift station pump. • Installed new tires on the Ford Ranger work truck.
Safety and Training
• No safety meeting occurred this month due to the holidays. Regular meetings will resume in January 2026.
• No safety issues were reported this month.
Regulatory Compliance
• California Water Board Permit renewed on:
• The Treatment Plant met all permit requirements.
• No violations were received this month.
• The annual flow meter calibration is scheduled within the next few weeks.
Laboratory / Monitoring Data
• All samples were in compliance.
• All collected data were consistent with past results; no unusual readings were observed.
Environmental / Community Notes
• No odor complaints or mitigation actions this month.
• No public education or outreach activities to report. • There is still no water in the spring box on Percolation Pond Road.
Issues / Challenges
• The lift station pump requires seal repairs; additional funding is needed to address equipment needs at the Treatment Plant.
Goals / Priorities for Next Month
• Jetting mainlines, repairing the lift station pump, continuing work on the F.O.G. program, and soliciting bids from sludge removal contractors.
• Ensuring continued optimal plant operations.
• Resuming staff training within the next week or two.
Thank You all and Happy Holidays,
Joe Wilson (CPO)
