TITLE
2026-2027 Windy Hollow Road Repair & Rehabilitation Project
RECOMMENDED ACTION
Discuss and adopt, deny or modify Resolution 2026-05
ANALYSIS
The Road Repair and Accountability Act of 2017 (Senate Bill 1) established several funding programs to assist municipalities in maintaining and rehabilitating local roadways. Through SB 1, the City receives two primary funding allocations annually.
The Road Maintenance and Rehabilitation Account (RMRA) is projected to provide approximately $12,000 in Fiscal Year 2026–2027. The City has not utilized RMRA funds for several years, resulting in an accumulated balance of approximately $40,000. These funds are typically used to support engineering and planning activities for selected roadway projects.
The Local Partnership Program (LPP) allocates $200 million annually to local and regional transportation agencies that have secured voter-approved funding for transportation improvements. The City currently has approximately $800,000 available in LPP funds.
In addition, the City receives funding through the Surface Transportation Block Grant Program (STBGP) administered by the Mendocino Council of Governments. The City has approximately $360,000 in STBGP funds, which are used to meet the required 25% local match for LPP-funded projects.
The City has successfully leveraged RMRA and LPP funding in recent years. The State’s 75% cost-share under the LPP has enabled the rehabilitation of Port Road (from Iverson Avenue to the Arena Cove parking lot), Riverside Drive (from Main Street to the Hay Industrial Park), and the entirety of Center Street. In addition, the City was awarded $1.1 million through the LPP Competitive Program for the rehabilitation of Mill Street.
The City Council has approved funding for the Windy Hollow Road Rehabilitation Project in each of the past four fiscal years. However, due to funding limitations and staff turnover, the project has been delayed. With the funding resources now available, the City is positioned to complete the project in Fiscal Year 2026–2027.
Staff estimates that the Windy Hollow Road Rehabilitation Project can be completed utilizing approximately $800,000 in LPP funds, with the required 25% local match provided through the STBGP funds administered by the Mendocino Council of Governments. RMRA funds will be used to cover engineering and design costs. Together, these funding sources will fully fund the project.
The attached resolution notifies the California Transportation Commission of the City’s intent to program RMRA and LPP funds for the Windy Hollow Road Rehabilitation Project in Fiscal Year 2026–2027.
FISCAL IMPACT
Approximately $800,000 is currently available through the Local Partnership Program (LPP). The City is also projected to receive approximately $366,000 in Surface Transportation Block Grant Program (STBGP) funds through June 30, 2026. The remaining RMRA balance of approximately $40,000 will be used to support engineering and planning activities for the project.
