POINT ARENA CITY COUNCIL

AGENDA ITEM SUMMARY
AGENDA ITEM: IX A
MEETING DATE: 5/19/2026
TITLE
Acceptance of Donation from Good Buy Clothes for Playground Replacement Project

RECOMMENDED ACTION
Receive and accept a $1,000 donation from Good Buy Clothes to be used toward the City’s playground replacement project and authorize the creation of a dedicated project account to monitor project funds.

ANALYSIS
The City is beginning the process of replacing the existing playground equipment at Fisherman Playground. The total project cost has not yet been determined. An ad hoc committee has been formed to identify an appropriate playground replacement option and to assist in identifying and securing funding sources for the project.

Staff recommends acceptance of the donation and the establishment of a separate project account to track revenues and expenditures associated with the playground replacement project. Creating a dedicated account will allow the City to clearly monitor available funding as additional donations, grants, and other funding sources are pursued.

The ad hoc committee will continue evaluating replacement options and developing project funding strategies. Additional information regarding project scope, estimated costs, and funding opportunities will be presented to the City Council as the project progresses. The next committee meeting specifically focused on the replacement of the playground is scheduled for May 18, 2026 at 5 pm at City Hall.

FISCAL IMPACT
The City currently has approximately $25,000 in Proposition 68 funding available to apply toward the playground replacement project. Good Buy Clothes has generously offered a $1,000 donation to support the project. The total project cost remains to be determined.

Hi, Molly!
Scott Schnell suggested I contact you regarding the playground project.

Good Buy Clothes is considering donating some funds for the rebuilding of the Point Arena playground. Does the City have an estimate of what is needed? If we were to make a donation we would need a nonprofit tax id for the recipient organization as all our funds are earmarked for other nonprofits serving underserved communities. We may be able to make an exception if the funds are earmarked for the benefit of underserved children of Point Arena and are dedicated to only the repair of the playground.

Our Board meeting is Monday May 11 and I'd like to present information for consideration.

Thanks!

Dear Good Buy Clothes Board Members,
For almost 30 years, the Fisherman’s Playground in Point Arena has served as an important recreational asset for local children and families. The playground was originally constructed around 1999 using Fish Fest fundraising proceeds and a donation from a tobacco company.

The structure is now well beyond its expected service life. In 2025, the City’s risk management authority, the California Intergovernmental Risk Authority (CIRA), conducted an inspection and recommended replacement of the playground due to age, wear, and safety concerns. In 2026, City Code Enforcement Officer Scott Schnell also inspected the structure and similarly recommended full replacement. Due to modern playground safety standards and liability considerations, repairs to aging playground structures are often limited and generally not considered a long-term solution.

In response, the city convened its first ad hoc Playground Committee meeting on April 30, 2026.

The committee’s initial efforts are focused on development of surveys for residents and school-aged children to help identify community priorities and desired playground features and funding sources.

The city is exploring grant opportunities and additional funding sources for the project, including local agencies, corporations, and private donors. The city currently has secured $25,000 in Prop 68 funding. and are in process of securing an additional $5,000 grant from PG&E in the.

The city welcomes contributions of any amount toward the project. Any donation received would first be presented to the Point Arena City Council for formal acceptance and approval as funds dedicated to the Fisherman’s Playground Replacement Project. Donations designated for the Fisherman’s Playground Replacement Project will be maintained in a dedicated project account and used solely for playground-related expenses, including deconstruction and removal, site preparation, equipment purchase, installation, accessibility improvements, and related project costs. The dedicated account will ensure transparency and accountability for all revenues and expenditures associated with the project.

The replacement of the Fisherman’s Playground represents an important investment in the health, recreation, and well-being of Point Arena’s children and families. Thank you for your consideration and support of this important community project.

Sincerely,
Molly Haviland
