Department Report
Reporting Period: July 2026
Prepared By: Ed Christensen
I. Department Overview
Pier staff completed several maintenance, safety, and facility improvement projects, including painting, lighting upgrades, dock safety enhancements, signage repairs, and post-fireworks cleanup. Work also continues on boat hoist improvements, with installation of a new pendant controller pending receipt of the correct gland seal.

II. Projects
• Completed all painting work on the pier, including the entry ramp and guardrails. • Pressure washed and cleaned the entire pier deck, restoring the facility to excellent condition.
• Lifted and serviced the rub rails by cleaning underneath them, straightening mounting pins to restore proper alignment, and repainting the yellow safety stripes. • Replaced two exterior lights at the Harbor Office and three lights on the pier. Four additional pier lights and one large light fixture at the end of the pier still require replacement.
• Installed an emergency throw line and safety sign on the floating dock, a long-needed safety improvement.
• Reinstalled signage at Arena Cove Park using plywood backing and through-bolted mounting hardware to improve durability and service life. • Removed the rope swing at Arena Cove Park due to safety concerns. • Completed an extensive cleanup effort following the Independence Weekend Fireworks event. Approximately three five-gallon buckets of debris were removed, including plastic fragments, spent igniters, burned wiring, and cardboard materials.

III. Upcoming Priorities
• The new pendant controller for the boat hoist has arrived. Installation is pending receipt of the correct gland seal, which must be ordered before the controller can be put into service.
• Evaluated lighting needs for the boat hoist and recommend installing a dedicated set of lights for emergency nighttime vessel recovery. The previous hoist was equipped with this feature and it would improve safety and operational capability.

Special thanks to Patrick and Paul for their assistance with painting projects and Fourth of July event preparations. Thanks is also extended to Peter for providing technical assistance with troubleshooting the failing boat hoist pendant controller and helping coordinate the replacement process.

GENERAL DESCRIPTION OF NOTABLE CASES

1. Case Summary: The City received a complaint from a tenant concerning alleged unsafe and unhealthy living conditions at a rental unit and the owner's failure to complete necessary repairs.

An inspection was conducted following contact with the tenant. The inspection revealed conditions constituting violations of California Health and Safety Code §17920.3 and Point Arena Municipal Code (PAMC) §8.05.040. As a result, the unit was determined to be substandard and was declared in violation of the applicable health and safety regulations. • Status: Open

2. Case Summary: Trees planted in City Right of Way after much discussion about the issue with the owner an agreement was reached. The city will remove the trees and dispose of them, and no charges will be made to the owner.
• Status: Waiting for the Parks and Grounds to remove the trees.

3. A citywide sidewalk clearance effort was initiated to address overgrown shrubs, weeds, and vegetation encroaching into public rights-of-way at approximately 20 residential and commercial properties. The overgrown vegetation created pedestrian access concerns and, in some cases, potential health hazards by providing harborage for vermin and feral cats. Initial notices were issued to affected property owners and occupants requiring vegetation trimming and sidewalk clearance. Six (6) follow-up notices were subsequently issued to properties that failed to comply within the prescribed timeframe. Property owners were advised that failure to correct the violations within ten (10) days could result in administrative fines. Notices of Violation were issued for properties determined to be in noncompliance with health and safety standards due to excessive vegetation and conditions conducive to vermin infestation. • Status: Closed. All identified violations were corrected or otherwise resolved.

4. Case Summary: Parking concerns were reported on Port Road involving two vehicles. One vehicle had been parked in the same location for several months, and a second vehicle was occupied by an individual sleeping inside. Both matters were referred to the Mendocino County Sheriff's Office for investigation and enforcement. The vehicles were tagged, and both were subsequently removed by their respective owners.
• Status: Closed

5. Case Summary: Ongoing construction project with many years of delays and problems.

Site had insufficient construction fencing and screening to provide proper protection for site safety. The developers’ Building Permits had expired, and construction work was proceeding. A Stop Work Notice was issued until new Building Permits are issued by County of Mendocino Building Department.
• Status: Closed
