Department Report
Prepared by: Patrick Hillscan, Operations Lead – Streets and Parks Summary
Due to scheduled vacation time and significant operational demands at the Wastewater Treatment Plant, activity in the Streets & Parks Department was somewhat limited this month. Despite these challenges, routine services continued without interruption, and Fish Fest preparations went smoothly, thanks largely to Kim's ongoing efforts to maintain public restrooms, collect town trash, and address day-to-day maintenance needs.
A significant accomplishment this month was the replacement of the City's aging concrete trash and recycling containers with new collection bins throughout downtown. The new containers provide a cleaner and more attractive appearance, improve waste containment, and have reduced the occurrence of illegal dumping of household garbage, which has been a recurring issue in Point Arena.
Kim has increased her hours with the City, and a regular work schedule has been established to allow dedicated time for streets and parks maintenance activities moving forward.
Additionally, Ed and I completed the removal of the aging playground structure at Fisherman's Park, including excavation and removal of the associated concrete foundations. This work clears the site for future playground options.

Monthly Department Report
Prepared By: Scott Schnell
SUMMARY
During this reporting period, Code Enforcement received three new complaints, bringing the year-todate total to 18 complaints. Staff opened five new cases, including four active investigations and one pending investigation. While no cases were closed during the month, year-to-date efforts have resulted in four cases achieving voluntary compliance and two cases resolved through enforcement action.
Six Notices of Violation were issued. Staff also conducted two follow-up inspections to monitor compliance and referred two cases to legal counsel or other agencies for further review and action.
The most common complaint categories involved junk and debris accumulation, vegetation and fire hazards, unsafe property conditions, and unpermitted work. Seasonal dry-weather conditions continue to increase concerns related to vegetation management, fire prevention, and general property maintenance throughout the community.
Notable cases included the investigation of a property with evidence of unauthorized camping, significant debris accumulation, that is a potential safety hazards for occupants and emergency responders. Another case involved substandard housing conditions where an inspection identified multiple health and safety deficiencies requiring corrective action under applicable state and local regulations. Staff also resolved a long-standing encroachment issue involving landscaping within the public right-of-way through a cooperative agreement that avoided the need for further enforcement measures.
Code Enforcement continues to prioritize voluntary compliance whenever possible while taking appropriate enforcement action when necessary to protect public health, safety, and community welfare.

GENERAL DESCRIPTION OF NOTABLE CASES
• Case Summary: Code Enforcement investigated a complaint regarding unauthorized camping activity on private property. An inspection confirmed evidence of occupancy, significant accumulations of trash and debris, and multiple areas of soil disturbance. Among the findings were several excavated pits estimated to be approximately 6 to 8 feet deep.
These conditions present a substantial safety hazard to property occupants, visitors, and emergency response personnel, and enforcement actions are underway to address the violations.
• Case Summary: A complaint was received concerning substandard living conditions at a rental property. Following an inspection, staff identified multiple deficiencies affecting the health and safety of occupants. The conditions observed were determined to be in violation of applicable provisions of the California Health and Safety Code and the Point Arena Municipal Code. Corrective actions have been required, and the case remains under review to ensure compliance.
• Case Summary: Code Enforcement addressed a matter involving trees planted within the City right-of-way. Following discussions with the responsible party, a cooperative resolution was reached. Under the agreement, the City will remove and dispose of the trees, and no administrative charges or enforcement penalties will be assessed. This approach resolved the matter without the need for further enforcement action. • Current Status: Removal of the trees is pending scheduling and completion by the Parks and Grounds Department.
