TITLE
Amendment to Task Order No. 1 with Lumos & Associates for Additional Engineering Services for the Windy Hollow Road Rehabilitation Project
RECOMMENDED ACTION
Adopt a resolution authorizing an amendment to Task Order No. 1 with Lumos & Associates for the Windy Hollow Road Rehabilitation Project, increasing the authorized amount by $10,000, from $39,800 to $49,800, and authorizing the City Manager to execute the amendment.
ANALYSIS
On March 10, 2026, the City Council approved a Professional Services Agreement with Lumos & Associates and authorized Task Order No. 1 for completion of the engineering design and bid documents for the Windy Hollow Road Rehabilitation Project in the amount of $39,800. The scope of work included project management, topographic surveying, geotechnical investigation, quality assurance and quality control review, preparation of 100% design drawings, technical specifications, and an Engineer's Opinion of Probable Construction Cost.
As engineering design work has progressed, the environmental documents are in need of review and modifications. These additional services exceed the original task order budget and require an amendment to continue engineering work without interruption.
The Windy Hollow Road Rehabilitation Project remains a critical infrastructure improvement project for the City. The roadway serves residents and businesses, and provides access to the Manchester-Point Arena Rancheria. Completion of the engineering design and bid documents is necessary to advance the project toward construction and maximize the City's ability to utilize available transportation funding.
Approval of the proposed amendment will increase the total authorization for Task Order No. 1 from $39,800 to $49,800, allowing Lumos & Associates to complete the additional engineering services necessary to finalize the project design and bid documents.
FISCAL IMPACT
Funds will be reimbursed through the State Transportation Block Grant Program through the Mendocino Council of Governments.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POINT ARENA APPROVING ADDENDUM NO. 1 TO TASK ORDER NO. 1 WITH LUMOS & ASSOCIATES FOR THE
WINDY HOLLOW ROAD REHABILITATION PROJECT AND AUTHORIZING THE CITY
MANAGER TO EXECUTE THE ADDENDUM
WHEREAS, on March 10, 2026, the City Council approved a Professional Services Agreement with Lumos & Associates for engineering services and authorized Task Order No. 1 for the completion of engineering design and bid documents for the Windy Hollow Road Rehabilitation Project in the amount of $39,800;
WHEREAS, the Windy Hollow Road Rehabilitation Project remains a priority transportation improvement project for the City and is being advanced toward construction; WHEREAS, additional engineering support services have been identified as necessary to advance the project from the design phase through permitting, project coordination, and construction readiness activities;
WHEREAS, Addendum No. 1 to Task Order No. 1 provides for as-needed engineering support services and increases the authorized compensation by $10,000, resulting in a revised Task Order amount of $49,800;
WHEREAS, the additional engineering costs are eligible project expenses and are anticipated to be reimbursed through the State Transportation Block Grant program with the Mendocino Council of Government for the Windy Hollow Road Rehabilitation Project; and WHEREAS, all other terms and conditions of the Professional Services Agreement and Task Order No. 1 shall remain unchanged.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Point Arena hereby approves Addendum No. 1 to Task Order No. 1 with Lumos & Associates, increasing the authorized amount from $39,800 to $49,800, and authorizes the City Manager to execute the addendum and any associated project documents necessary to implement the amendment.
