POINT ARENA CITY COUNCIL

AGENDA ITEM SUMMARY
AGENDA ITEM: X B
MEETING DATE: 10/20/2026
TITLE
Authorization for Port Road Right-of-Way Survey for the Sewer Collection System Improvement Project

RECOMMENDED ACTION
Authorize the City Manager to direct Lumos & Associates to perform a Port Road rightof-way survey for an amount not to exceed $6,000.

ANALYSIS
The plans for the Sewer Collection System and Wastewater Treatment Facility Improvements (I&I Project) are 75% complete. To adequately complete the design, clarification of property boundaries is needed within the project area near the intersection of the Port Roads and Iverson Avenue (Figure 1).

Two sanitary sewer manholes and
associated sewer collection pipelines are
located along Port Road near 135, 136,
and 140 Port Road. The location of this
infrastructure relative to the public rightof-way has not been confirmed. A field survey is needed to establish right-ofway boundaries and determine whether the existing sewer facilities are located
within the public right-of-way or on
adjacent private property.

Confirmation of the infrastructure's
location will allow the City and project
engineers to finalize the sewer replacement design. If the survey determines that the existing facilities are located within the public right-of-way, portions of the existing infrastructure may be incorporated into the project design, reducing the need for additional pipeline replacement, easement acquisition, property rights negotiations, or design modifications. These potential savings are expected to offset the cost of the survey.

Figure 1. Approximate survey area (red triangle) where right-of-way boundaries will be established to determine the location of existing sewer infrastructure.

The estimated cost to survey and establish the public right-of-way boundaries along the north and south sides of Port Road within the project area is $6,000. A property line survey was not included in the original scope of work for the Professional Services Agreement with BENEN; however, staff believes the survey is necessary to complete final design and minimize potential construction costs associated with the State Water Resources Control Board-funded I&I Project.

FISCAL IMPACT
$6,000 from the Wastewater Enterprise Fund.
