Pier Department Report
By: Ed Christensen
Pier Technician
During the reporting period, operations at the Point Arena Pier continued to run smoothly, with staff focusing on routine maintenance, facility improvements, and winter preparedness. No significant operational or safety concerns have been identified at this time.
The bio-filter improvement project is nearing completion and is expected to be finalized shortly. Staff also identified 14 railing sections requiring repair due to rusted and failed bolts connecting the railings to pier posts. Repairs are being planned, and several posts will be evaluated to determine whether replacement is necessary in addition to refastening the railings.
A small section of foam was dislodged from the floating dock. At this time, the issue does not present an operational or safety concern. Staff will continue to monitor the condition and, if necessary, reinforce the affected area with an additional 55-gallon flotation drum.
Preventive maintenance is planned for the boat hoist trolley. The work will include removal of the trolley for sanding and repainting, as well as replacement of gear oil.
Scheduling is being coordinated with fleet users and will occur during a period of reduced activity and unfavorable weather conditions to minimize disruption to pier operations.
Staff has also been working to improve the condition of pier facilities and surrounding areas. Cleanup efforts are underway in the rock wall boat storage area, where accumulated trash and debris are being removed. Additionally, large logs have been removed from the shoreline to reduce the potential for damage to pier pilings during high tides and storm events.
The purple urchin removal project has successfully completed its second year of operation at the Point Arena Pier.
Looking ahead, winter preparations are underway throughout the pier facility. Staff will be removing the majority of tables, barricades, planters, and other items that could be displaced during king tides and cause damage to structures. Users storing vessels, crab pots, and fishing equipment at the rock wall are being encouraged to organize storage areas, remove accumulated trash and debris, secure loose materials, and prepare equipment for winter weather conditions and potential high-water impacts.
They are also encouraged to pay their storage fees in a timely fashion to ensure pier operations can be maintained.
Overall, the pier remains in good condition, and the identified activities are routine maintenance and operational improvements intended to preserve infrastructure, support commercial and recreational users, maintain safe public access, and ensure the facility is prepared for the upcoming winter season.

SUMMARY
Department Summary
During the reporting period, Code Enforcement continued to address public health, safety, and nuisancerelated violations within the city. Staff worked with a property owner to resolve an illegal camping and nuisance case involving unauthorized encampments, debris accumulation, and significant soil disturbances on private property. Staff also continued enforcement efforts related to a substandard residential rental unit. Following a tenant complaint, an inspection identified violations of state and local health and safety standards, resulting in the unit being declared uninhabitable. Required repairs appear to be complete, the necessary permits have not been obtained. The case remains active and pending compliance.
