CITY OF POMONA
COUNCIL REPORT
January 24, 2022
To: Honorable Mayor and Members of the City Council
From: James Makshanoff, City Manager
Submitted By: Benita DeFrank, Neighborhood Services Director SUBJECT: Public Hearing Amending the Consolidated Plan, the FY 2021-22 Annual Action Plan and the FY 2021-22 City Operating Budget for Community Development Block Grant (CDBG), Community Development Block Grant Corona Virus (CDBG-CV), HOME Partnerships Program (HOME), Emergency Shelter Grant (ESG), Lead Hazard Reduction and Healthy Homes (LHRHH), CALHOME Funds and Appropriating Program Income for CDBG and HOME Programs RECOMMENDATION:
It is recommended that the City Council adopt the following resolution:
RESOLUTION NO. 2022-10 (ATTACHMENT NO. 1) - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE CONSOLIDATED PLAN, THE FY 2021-22 ANNUAL ACTION PLAN AND THE FY 2021-22 CITY OPERATING BUDGET BY INCREASING/DECREASING REVENUE ESTIMATES AND APPROPRIATIONS AND REALLOCATING COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG), COMMUNITY DEVELOPMENT BLOCK GRANT CORONA VIRUS (CDBG-CV), HOME INVESTMENT PARTNERSHIPS (HOME) PROGRAM, EMERGENCY SHELTER GRANT (ESG), LEAD HAZARD REDUCTION AND HEALTHY HOMES (LHRHH), CALHOME FUNDS AND APPROPRIATING PROGRAM INCOME FOR CDBG, HOME AND CALHOME PROGRAMS.
EXECUTIVE SUMMARY:
Annually, the Housing Services Division administers and implements over 15 different grants, totaling over $30 million in program funds. As FY 2020-21 came to a close, staff identified unexpended funds budgeted for various activities in FY 2020-21, which must be appropriated in FY 2021-22 for expenditure authority. These funds come from projects that were either underway at the time the fiscal year changed and need to be brought forward to complete the projects, or programs that had funding that were not fully expended during the previous fiscal year.
The City may amend its Consolidated Plan and the FY 2021-22 Annual Action Plan by holding a public hearing, giving citizens the opportunity to comment on proposed budget changes.
FISCAL IMPACT: This action will adjust the current year’s FY 2021-22 Operating Budget by increasing/decreasing revenue estimates and appropriating unspent funds available from the prior fiscal year as well as align revenue estimates to appropriations that were unallocated during the budget process. Additionally, program income funds will be appropriated in the FY 2021-22 Operating Budget.

PUBLIC NOTICING REQUIREMENTS: – A combined Notice of Public Hearing and 30-Day Comment Period for the Amendment of the Consolidated Plan and the Annual Action Plan was published on December 22, 2021 in the Inland Valley Daily Bulletin. (ATTACHMENT NO. 2) PREVIOUS COUNCIL RELATED ACTION: On May 17, 2021, the City Council adopted the FY 2021-22 Annual Action Plan, which approved the proposed fund distribution for the Community Development Block Grant Program. On June 7, 2021, the City Council adopted the FY 2021-22 City Operating Budget and the FY 2021-22 Capital Improvement Program (CIP) Budget.
DISCUSSION:
The City of Pomona currently receives the following entitlement funds from HUD: Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME) and Emergency Solutions Grant (ESG) funds. Other grant funds include CDBG-Coronavirus (CDBG-CV), Lead Hazard Reduction and Healthy Homes (LHRHH) and CALHOME funding. The City is required to have a Five-Year Consolidated Plan and an Annual Action Plan. The Consolidated Plan identifies community development and housing needs and provides an outline of goals and objectives to meet those needs. The Annual Action Plan details what activities the City will undertake and the amount of funding to be expended on the activities during the current fiscal year.
At the close of FY 2020-21, various funding sources had unexpended fund balances, including CDBG, CDBG-CV, HOME, ESG, LHRHH and CALHOME funds. Also, CDBG and HOME Program Income funds are available from the payoff of housing loans under said programs. Activities that had remaining fund balances include: Housing Improvement, Homeless Services, Lead Services, Housing Services and Legal Services. It is recommended that funding, including program income be appropriated in the FY 2021-22 Operating Budget to continue program implementation of these existing activities, as well as reallocation of funding to eligible activities.
This Council action will ensure that unexpended fund balances are appropriated in the FY 2021-22 Operating budget and that revenue estimates and appropriations align and balance.
COUNCIL PRIORITIES & GOALS: This supports the FY 2021/22 City Council Priority 1: Fiscal and Operational Responsibility – Goal C: Obtain additional grant funding and other revenues to help achieve City goals.
