CITY OF POMONA
COUNCIL REPORT
January 24, 2022
To: Honorable Mayor and Members of the City Council
From: James Makshanoff, City Manager
Submitted By: Benita DeFrank, Neighborhood Services Director SUBJECT: Adoption of an Updated “Policy for Naming of a City Facility” RECOMMENDATION:
It is recommended that the City Council adopt the "Policy for Naming of a City Facility" to replace the existing “Policy for Naming of Park and Recreation Facilities”.
EXECUTIVE SUMMARY:
The City's current "Policy for Naming of Park and Recreation Facilities" has been revised to include all City-owned facilities. The “Policy for Naming of a City Facility” reflects this update as well as some other revisions deemed necessary for clarification.
FISCAL IMPACT: This action has no fiscal impact.
PREVIOUS RELATED ACTION:
On March 21, 2005, the City Council adopted the current “Policy for Naming of Park and Recreation Facilities.
DISCUSSION:
The City has been utilizing its current parks facility naming policy for the past 17 years. Recently, a few areas in the policy requiring improvement or update have become evident. Primarily, this revision focuses on the inclusion of all City-owned facilities, instead of just park or recreation facilities.
Currently, the naming of any park, recreation facility or recreational amenity located within a park must first be considered at a publicly noticed meeting of the Parks and Recreation Commission and then recommendations for approval are submitted to the City Council for final approval. The new policy includes the naming of non-recreation, or other City-owned facilities, with first consideration being brought before the Community Life Commission during a publicly noticed meeting. It also includes language clarifying burden of proof for requests to re-name existing parks and the procedure for naming should a nomination form come from a sitting Pomona City Council member.
The resulting updated policy is attached (Attachment 1), as is the current policy, adopted on March 21, 2005, with redlined revisions provided (Attachment 2).
For all categories of naming of a City-owned facility, a nomination form from an eligible applicant is required. The Nomination Form for Naming of a City Facility will be updated to reflect the new policy if adopted.
