SUBJECT: ADOPTION OF A RESOLUTION ACCEPTING A DONATION OF ONE (1) NEW POLICE K-9 FROM THE ROTARY CLUB RECOMMENDATION:
It is recommended that the City Council adopt the following resolution (Attachment No.1):
RESOLUTION NO. 2022-07 – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, ACCEPTING THE DONATION OF ONE (1) NEW POLICE K-9 IN AN IN-KIND AMOUNT OF $10,500 FROM THE ROTARY CLUB EXECUTIVE SUMMARY:
Action on this item is to accept an in-kind donation of one (1) new Police K-9 from the Rotary Club, valued at $10,500.
FISCAL IMPACT:
There will be no fiscal impact in the acceptance of this donation. Annual costs such as food and veterinarian expenses are included in the Police Department General Fund FY 2021-22 operational budget.
DISCUSSION:
The Rotary Club of Pomona is a volunteer organization of business and professional leaders who provide humanitarian service and help build goodwill and peace within the community. Further, the Rotary of Club of Pomona has a long standing working relationship based on community service with the Pomona Police Department. They have pledged to donate one (1) K-9, Labrador Retriever, in an in-kind amount of $10,500 to the Pomona Police Department.
The Pomona Police Department’s K-9 Program is a vital link in providing effective law enforcement services to the community. The K-9 program currently does not have a trailing K-9, as it has in the past. The Pomona Police Department’s trailing K-9 program has been on a hiatus since “Jax”, a bloodhound, retired early in 2021. A trailing dog is used as a means of not only locating suspects of crimes, but also in locating missing persons. Trailing dogs can be cross-trained to detect other scents. The Pomona Police Department plans to cross-train the donated Labrador Retriever in bomb detection. A K-9 trained in bomb detection can be used to help safeguard the well-being of citizens during events such as concerts at the Fairplex, large school events and other community gatherings.
In addition to their field duties, K-9’s are routinely requested for demonstrations at neighborhood watch meetings, school events, and various types of community gatherings. This builds support from the community and facilitates interactions that establish community trust and relationships.
A great majority of all the dogs in the history of the K-9 program have been donated. This is due to the generosity of community organizations, public, private entities and individuals who realize the importance of this special program.
It is recommended that the City Council adopt a resolution accepting the donation of one (1) Police K-9 from the Rotary Club of Pomona.
COUNCIL PRIORITIES & GOALS: This item supports the 2021-2022 City Council Priority 1: Fiscal and Operational Responsibility – Goal B: Improve efficiency and effectiveness of City services to businesses and residents.
