CITY OF POMONA

COUNCIL REPORT
February 7, 2022
To: Honorable Mayor and Members of the City Council
From: James Makshanoff, City Manager
Submitted By: Linda Matthews, Human Resources/Risk Management Director SUBJECT: APPROVAL OF SALARY INCREASE FOR THE CITY CLERK RECOMMENDATION:

It is recommended that the City Council approve a five percent (5%) pay increase effective December 5, 2021 for City Clerk Rosalia Butler within the existing salary range for the position of City Clerk.

EXECUTIVE SUMMARY:

Under the Pomona City Charter, the City Clerk is appointed directly by and serves at the pleasure of the City Council. The City Council recently conducted a performance evaluation of the City Clerk. After conducting the evaluation, the City Council has authorized an increase of five percent (5%) for City Clerk Rosalia Butler, which is comparable to what a represented employee would receive for additional experience and meritorious performance within the salary range.

FISCAL IMPACT:

The estimated General Fund cost for the remainder of Fiscal Year 2021-22 is $6,162 and will be paid from existing appropriations within the Fiscal Year 2021-22 General Fund Operating Budget (101-0301-51012-00000).

DISCUSSION:

Under the Pomona City Charter, the City Clerk is appointed directly by and serves at the pleasure of the City Council. The compensation for the City Clerk position is set forth in the City’s Compensation Plan for Executive Management Group A and B Employees. In accordance with this Plan, the City Council may authorize annual performance increases within the salary range. The current salary range for the classification of City Clerk is from $103,044 to $184,477. The City Council recently conducted an evaluation for the City Clerk and determined that an annual merit increase was earned based upon performance. This action will grant the City Clerk a five percent (5%) increase over her current salary rate in effect as of December 6, 2020. The effective date of December 5, 2021 is the beginning of the pay period closest to her annual anniversary date. This increase is the same that represented employees would receive in similar circumstances.

This action includes compensation changes for a local agency executive. Pursuant to California Government Code 3511.1, the City is required to “orally report a summary of a recommendation for a final action on the salaries, salary schedules, or compensation paid in the form of fringe benefits of a local agency executive, as defined in subdivision (d) of Section 3511.1, during the open meeting in which the final action is to be taken.” Consistent with this requirement, this item is being placed on the discussion calendar for consideration.
