The purpose of the FEIR was to identify the project’s potential significant effects on the environment, to indicate the manner in which those potential significant effects could be avoided or reduced to levels less than significant, and to identify the significant effects that were unavoidable. Where significant effects were identified, the FEIR included mitigation measures to reduce potential significant effects to levels less than significant. The project FEIR, with the Mitigation Monitoring Plan, were completed and certified by the Pomona City Council in 2016, and WHEREAS, pursuant to the provisions of CEQA Section 21084 et. seq., and CEQA Guidelines Section 15164, an Addendum to the Certified FEIR was prepared in 2018 to evaluate the revised project. The Addendum determined that the revised project would not result in any new significant impacts not previously considered and addressed in the Certified FEIR, therefore, no additional mitigation measures were proposed. The project subsequent modifications approved in 2020 and 2021 did not create new significant environmental impacts compared with those otherwise disclosed in the certified FEIR, therefore no further environmental review was required, and WHEREAS, Kevin Hadley with Incledon Consulting Group, applicant on behalf of Phillips Ranch Business Center, LLC, landowner, has submitted Parcel Map PM No. 73821-1 for the property located at 55-65 Rancho Camino Drive, Pomona, CA, to the Public Works Department-Engineering Division for review and approval; and WHEREAS, all conditions of approval related to Tentative Parcel Map PARCELMAP 9545-2018, PM No. 73821-1, have been met.
