To: Honorable Mayor and Members of the City Council
From: James Makshanoff, City Manager
Submitted By: Rene Guerrero, Public Works Director, and Chris Diggs, Water Resources Director
SUBJECT: ADOPT A RESOLUTION AMENDING THE FISCAL YEAR 2021-22 OPERATING BUDGET BY APPROPRIATING $49,710 FROM THE SAFE CLEAN WATER PROGRAM (MEASURE W) FUND TO THE STATE GAS TAX RMRA FUND RECOMMENDATION:
It is recommended that the City Council adopt the following resolution:
RESOLUTION NO. 2022-12 – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE FY 2021-22 OPERATING BUDGET BY APPROPRIATING AND TRANSFERRING $49,710 FROM THE SAFE CLEAN WATER PROGRAM (MEASURE W) MUNICIPAL PROGRAM FUND TO THE STATE GAS TAX RMRA FUND BY AMENDING REVENUE ESTIMATES AND A CORRESPONDING APPROPRIATION FOR THE SAME AMOUNT EXECUTIVE SUMMARY:
Approval of the Resolution (Attachment No. 1) will appropriate $49,710 from Los Angeles County Flood Control District’s Safe Clean Water Municipal (SCW) Program funds to replenish the State Gas Tax RMRA fund for emergency repairs along Palomares Street at Pasadena Street due to tree roots surfacing, creating an immediate health and safety danger.
FISCAL IMPACT:
There is sufficient funding in the SCW Program (Measure W) Municipal Program Fund (Fund 142) to appropriate to the State Gas Tax RMRA fund (Fund 206) to reimburse for the costs of the emergency street repairs associated with tree roots surfacing near the intersection of Palomares Street and Pasadena Street.
PREVIOUS RELATED ACTION:
On August 3, 2020, the City Council adopted Resolution No. 2020-115 to receive and appropriate funds from Los Angeles County Flood Control District’s SCW Program (Measure W) Municipal Program Fund.
DISCUSSION:
It came to the attention of the Public Works Streets Division in late November 2021 that tree roots near the intersection of Palomares Street and Pasadena Street were surfacing, obstructing the sidewalk, and causing health and safety issues for pedestrians. This situation was deemed an emergency and the Streets Division was able to address the needed repairs in early January 2022, by utilizing their existing purchase order with GM Sager Construction Company, who provide various street and sidewalk repairs throughout the City, funded by State Gas Tax RMRA. Utilizing the existing purchase order funded by State Gas Tax RMRA expedited the process of repairing the sidewalk and surrounding street, although it was determined that this particular repair did qualify for SCW Program Municipal Program funding.
This particular project corresponds to the following SCW Program Goal:
Improve public health by preventing and cleaning up contaminated water, increasing access to open space, providing additional recreational opportunities, and helping communities migrate and adapt to the effects of climate change through activities such as increasing shade and green space.
This project addresses the surfacing tree roots while also protecting the tree that was causing the damage. Protecting the tree preserves the existing shade and historic character of the location. By doing this project, it would reconstruct the existing ADA sidewalk that is being challenged by the nature of maintaining an adequate and safe sidewalk without damaging the existing tree root system that is presently uplifting the sidewalk and road bed. In addition, a portion of where the previous sidewalk had been will be redesigned to allow for infiltration, utilizing mulch to create a natural environment for the existing tree root to maximize absorption from runoff and capture runoff from the existing irrigation system from the adjacent grass frontage. Trees help in climate change by improving air quality, capture carbon dioxide to decrease global warming, and provide an ecosystem for local wildlife that have been there throughout the tree’s life.
