ENVIRONMENTAL IMPACT: Pursuant to the provisions of the California Environmental Quality Act (CEQA) found in the California Public Resources Code and to the City's Local CEQA Guidelines, a Final Environmental Impact Report (FEIR) has been prepared for this project. The purpose of the FEIR was to identify the project’s potential significant effects on the environment, to indicate the manner in which those potential significant effects could be avoided or reduced to levels less than significant, and to identify the significant effects that were unavoidable. Where significant effects were identified, the FEIR included mitigation measures to reduce potential significant effects to levels less than significant. The project’s FEIR, along with the Mitigation Monitoring Plan, were completed and certified by the Pomona City Council in 2016. Pursuant to the provisions of CEQA Section 21084 et.seq., and CEQA Guidelines Section 15164, an Addendum to the Certified FEIR was prepared in 2018 to evaluate the revised project. The Addendum determined that the revised project would not result in any new significant impacts not previously considered and addressed in the Certified FEIR, therefore, no additional mitigation measures were proposed. The project subsequent modifications approved in 2020 and 2021 did not create new significant environmental impacts compared with those otherwise disclosed in the certified FEIR, therefore no further environmental review was required.

DISCUSSION: The subdivision application submitted in 2016 by the initial property owner, YK America Group, Inc., for Tentative Parcel Map TPM 2791-2015, PM No. 73821 was approved by the Planning Commission to allow the division of an existing vacant real property located at 55-65 Rancho Camino Drive, APN 8708-001-054, into three parcels. In 2018, a subsequent subdivision application by YK America Group, Inc. for Tentative Parcel Map PARCELMAP 9545-2018 was approved by the Planning Commission to allow the division of the property into four parcels. Furthermore, on January 4, 2021, the property owner requested to record the final Parcel Map PM 73821 in two phases, PM 73821-1 and PM 73821-2 (Attachment No. 3). The map recordation in multiple phases was approved administratively on March 10, 2021, in compliance with the Subdivision Map Act, Sections 66456.1 and 66463.1, after it was determined that the proposed phasing was in conformance with the approved tentative parcel map.

PM 73821-1 consists of Lots 1 and 2 (Attachment Nos. 4 and 5), has a total area of 7.43 acres, and is proposed to be developed with 105 residential units (construction phase 1A) and a health club (construction phase 1B).

PM 73821-2 contains Lots 3 and 4 that will be developed with the proposed hotel and the associated at-grade parking lot (construction phase 2).

The site is located on the south side of Rancho Camino Drive, adjacent and to the north of California State Route 60 (SR-60). The vehicular access to the proposed development will be provided by two new driveways along Rancho Camino Drive. The owner has been granted a grading permit for the entire site and the permits associated with the project’s offsite improvements (public water, streets, and stormdrain). The owner intends to complete the mixed-use development (Phases 1A and 1B) by 2024 and the hotel by 2025 (Phase 2).

Approval of Parcel Map PM No. 73821-1, submitted by Kevin Hadley with Incledon Consulting Group on behalf of Phillips Ranch Business Center, LLC, current property owner, and the map’s subsequent recordation will allow the owner to meet the conditions of approval for Tentative Parcel Map PARCELMAP 9545-2018.
