The grant is “reimbursable” meaning that the City would need to complete the work by June 30, 2023. Additionally, staff is working to receive funding from the Beverage Container Recycling Program through the State. Upon securing grant funding, staff will return to Council to accept and appropriate the funds.
PUBLIC NOTICING REQUIREMENTS:
In accordance with Section 2-1003 - Formal Procurement Procedure of the City’s Purchasing Ordinance, an Invitation for Bid (IFB) was submitted for “Drinking Fountain Construction”, for a response on April 5, 2022.
PREVIOUS RELATED ACTION:
On September 20, 2021, City Council approved the adoption of Resolution No. 2021-114 creating and partially funding the “Hydration Stations Upgrades,” Project No. 528-2590-XXXXX-71073, and appropriating $57,425 of Water Fund reserves.
ENVIRONMENTAL IMPACT:
The proposed work is categorically exempt from CEQA pursuant to Section 15301 and needing no further environmental review as the project involves only minor alterations of existing facilities with no expansion capacity from its current use.
DISCUSSION:
In an effort to upgrade non-functioning drinking fountains and to bring existing drinking fountains to Americans with Disabilities Act (ADA) standards, staff bid a project for the replacement and installation of a total of 4 drinking fountains. Parks receiving this phase of improvements include Ted Greene Park, John F. Kennedy, Memorial Park, and Tony Cerda Park. Of these, 1 will be a new installation, with the other 3 being replacements.
Concurrently, staff is working to install up to seven additional drinking fountains at six parks in phase 1 of the drinking fountain replacements. Phase 1 is currently underway and is anticipated to be completed this fiscal year. In the attached location map both projects, phase 1 and phase 2 (the subject of this report) are presented.
On April 5, 2022, a request for proposal for “Drinking Fountain Construction Public Sites” was issued on the City’s electronic bidding platform Planet Bids. The solicitation notified 630 potential bidders, of which 20 bidders downloaded the IFB, resulting in the City receiving 4 bids. After review, Diamond Construction met the minimum qualifications and was evaluated based on their pricing proposal and submitted references. The lowest responsive and responsible bid for the total bid work in the amount of $136,483 was submitted by Diamond. “Hydration Stations Upgrades” Project No. 528-2590-XXXXX-71073 Total Bid
