Il. THE OPPORTUNITY
A. General Information
The City of Pomona
The City of Pomona was incorporated in 1888 and is located at the eastern end of the San Gabriel Valley in Los Angeles County, approximately 25 miles from Central Los Angeles. Pomona is adjacent to and served by five (5) major freeways, two Metrolink regional rail commuter routes and is less than 15 minutes from Ontario International Airport. Pomona is less than one (1) hour from Los Angeles International Airport, John Wayne/Orange County Airport and Burbank Airport.
The Gold Line Constriction Authority is currently building an extension from Azusa to Pomona, which is schedule to be completed in 2024 and will provide direct light rail access from Pomona to points west through the San Gabriel Valley and to Downtown Los Angeles.
Pomona is the home of the California State Polytechnic University Pomona (Cal Poly Pomona), the Western University of Health Sciences, the Los Angeles County FairPlex, the Pomona Valley Hospital Medical Center, the Casa Colina Hospital for rehabilitative medicine, major industrial parks, retail centers and highly diversified residential neighborhoods. Downtown Pomona is undergoing significant revitalization and boasts the Arts Colony with nearly 100 working artists, the Antique Row, various entertainment venues, many work-live units, and various mixed-use urban projects. The City of Pomona has funded the construction of multi-level parking structure in the Downtown that is expected to add roughly 400 new public parking spaces. Construction of the parking structure should commence in 2023.
The City of Pomona has a population of approximately 160,000, making it the third largest municipality along the I-10 corridor east of Los Angeles. The City is densely populated and very diverse, reflecting the changing demographics of the Southern California metropolitan area.
The City is structured as a Council-Manager form of government with a seven-person City Council.
The Mayor is elected at large with six City Council Member elected in Districts.

B. Development Site
Development Site Location
The City-owned Development Site is portrayed in Attachments A, B, and C. The Development Site totals 2.5 acres and consists of ten contiguous parcels in Downtown Pomona. The Development Site currently consists of improved surface parking lots, vacant land and one historic three story (including basement) commercial building, which must be retained and made a part of the proposed development.
Public Objectives
The City views this project as an opportunity for a large-scale catalytic project for Downtown Pomona implement the following select principles of the Downtown Pomona Specific Plan (Section 1.2.2. of the Specific Plan):
Heart of Pomona. Reinforce Downtown as the historic heart of the community and enhance its unique identity.
Celebrate Arts and Culture. Continue and expand arts, culture, and entertainment opportunities.
Historic Heritage. Recognize, conserve and leverage Pomona's historic heritage and resources.
4. Inviting and Safe. Foster a safe and clean downtown for residents, visitors, and workers.
Expanded Mobility. Improve and expand the mobility network that includes public transit, bicycle facilities, pedestrian corridors and links, as well as vehicle circulation and parking strategies.
Economic Revitalization. Support business owners and attract key employers to invest and thrive through education, resources, and programs.
Refresh and Maintain. Encourage and facilitate resources for the upkeep and enhancement of properties.
8. Streetscape Beautification. Catalyze the beautification of streets and public spaces with trees, landscaping, and furnishings.
9. Residential Opportunities. Create more places to live that offer a variety of options and inviting neighborhoods.
In addition to the principles of the Specific Plan, the City is actively pursuing other initiatives that directly relate to the potential redevelopment of the Development Site. These include:
RFO: Downtown Site Page 4
City of Pomona 2022
A. Pro Housing Pomona. The City adopted its sixth cycle housing element for 2021-2029, coined "Pro Housing Pomona." The document establishes five key goals to serve as the City's definitive vision for housing for the next eight years. Respondents may view the document at pomonaca.gov/prohousing
B. Citywide Complete Streets Ordinance. The City was awarded $703,000 in funding from the Southern California Association of Governments (SCAG) to establish a citywide complete streets network. This effort will include all streets within the Specific Plan, inclusive of the streets adjacent to the project site. The goal of the initiative is to re- classify Pomona's streets formally to create a multi-modal network that supports non- vehicular mobility and decreases greenhouse gas emissions. The project is expected to begin in June 2022 and be adopted by December 2023.
C. Downtown Parking Lot Redevelopment Study. The City was awarded $225,000 in funding from SCAG to formally conduct a feasibility study of City-owned parking lots within Downtown Pomona. This study does not include the proposed development, but is relevant in that it will formally identify additional mixed-use housing development potential across Downtown. The study is expected to be completed in early 2023.
General Plan, Zoning, and Development Impacts
The Development Site is regulated by the following Zoning, and Development Impact standards:
1. Downtown Pomona Specific Plan. The Development Site is located within the Downtown Pomona Specific Plan Area (Specific Plan). Under the requirements imposed by the Specific Plan, the Development Site may be developed with a mix of residential and commercial uses with a minimum height of 4 stories and maximum by-right height of up to 12-stories exclusive of the Government Code Section 65915 et seq. density bonus. In general, the proposed development will be bound by Urban Form standards established in Section 2.2 of the Specific Plan. These standards are related to Site Planning (building articulation, building orientation), pedestrian access, limitations on curb cuts, landscaping, parking, build-to lines, corner build area, frontage improvements, building transparency, and required openings. The Specific Plan also contains Area wide Urban Form Guidelines (Section 2.2.4 of the Specific Plan), which are referenced later in this document under "Site Considerations." The Specific Plan can be found here.
2. Inclusionary Housing Ordinance. The City has adopted an inclusionary housing program that requires all residential developments larger than three dwelling units to provide for the construction of inclusionary units. The number of required inclusionary units varies, depending on the product type as follows: For-sale townhomes, condominiums, or similar shall include for-sale moderate income units equal to 11 percent of the total number of dwelling units; rental units shall include rental moderate income units equal to 13 percent of the total number of units). As noted in Figure 1, the first 13% of units proposed (39 units) would satisfy the City's inclusionary housing ordinance, which would trigger the waiver of the City's development impact fees.
RFQ: Downtown Site Page 5
City of Pomona 2022
State Density Bonus Law. As noted in Figure 1, the 25% lower income requirement for the proposed development would automatically enable Respondents to tap into State Density Bonus Law, which, among other provisions, would allow for a specified percentage increase of units beyond base density, reduced parking ratios, and additional waivers and concessions from development standards consistent with State law.

Figure 1 assumes Respondent would not be providing additional units available through State Density Bonus. *Current lower income rental rates can be found in Attachment G. Please note that these rates are subject to change.
Environmental Review. The Development Site and proposed project will be subject to the California Environmental Quality Act (CEQA) as a discretionary project. The City adopted and certified an EIR for the Pomona General Plan in 2014, and has successfully relied upon this EIR to streamline future CEO projects using the Section 15183 Special Situations exemption. The City expects a similar pathway to be relied upon for this Site.
RFQ: Downtown Site Page 6
City of Pomona 2022
Scope of Development
The City wishes to secure a development team that can create a vision for the Development Site that is compatible with the goals and objectives defined in the Specific Plan and the Active Transportation Plan. In addition, the City has an objective of replacing the current public parking on the Site, prioritize walking and biking as primary modes of transportation, and for the project to include a privately owned public open-space component. The allowable uses include affordable and market-rate residential units, office, and retail/food. At this time, the City is seeking a development team to acquire the Development Site and to develop a horizontally and vertically mixed-use project that, at a minimum, complies with Section 54221(f)(1)(F)(ii) of the Surplus Land Act:
1. Not less than 300 residential units.
2. Not less than 75 (25% of 300) lower income housing units, as defined by Section 50079.5 of the Health & Safety Code with an affordable sales price or rent, as defined in Sections 50052.5 and 50053 of the Health & Safety Code, for a minimum of 55 or 45 years, as applicable.
ni Ground-floor retail or other commercial uses that complement and enhance the livability of the residential units and Downtown overall.
4. A privately owned public open space (POPOS) that meets the requirements of the Specific Plan (See 2. Private Realm-3B, Page 50). Please note that Section allows for a 75% reduction in common open space requirements if POPOS requirements are met.
5. Replacement on-site of all existing surface parking spaces located on the existing Site, which will be made available to the general public, in addition to any parking spaces required by Specific Plan development standards, which may be made private If full replacement of existing spaces on Site is not feasible, Respondent must demonstrate hardship and propose as many replacement spaces as is feasible.
Partnership with City and other entities for funding and implementation of Downtown streetscape improvements, First/Last Mile improvements, Greenway Trail bicycle connectivity, and local public transit.
Potential infrastructure relocation within the existing alley which is currently public right-of-way.
Site Guidelines
The Development Site is uniquely situated within Downtown Pomona, and gains access from multiple streets and is connected across a public alley. To that end, the City has identified existing assets and opportunities that the Respondent should consider in proposing a development.
These considerations should be referenced within the context of Section 2.2.4 of the Specific Plan, Area wide Urban Form Guidelines.
RFQ: Downtown Site Page 7
City of Pomona 2022
1. Parking. As indicated in the Scope of Development, the Respondent is expected to replace the existing public parking available on Site, and also to comply with parking requirements of the Specific Plan. The City expects this number of spaces will likely involve the construction of a parking garage. Respondents should consider the Parking Guidelines contained in Section 2.2.4, and whenever possible, ensure that garages do not dominate frontages, should be articulated in similar format to surrounding uses, and be concealed or wrapped behind active frontages.
2. Public Alley Retention. A public alley currently extends from Main Street west to Park Avenue, running generally along the middle of the Site. This alley can serve as a vital pedestrian connection from Thomas Street to Memorial Park on Parcels. Respondents should consider the retention of this public alley to be incorporated into the design of the proposed development, which can facilitate pedestrian flow. If the retention of the public alley is impractical for all or a portion of the proposed development, privatized pedestrian pathways should still be considered in its place to maintain pedestrian walkability through the site without reliance on public streets alone.
3. Gordon Street Plaza/Roundabout. Gordon Street currently segments the site into east and west portions, but is currently only used to facilitate off-street parking within public parking lots. The City strongly encourages the re-use of Gordon Street as a public plaza that can satisfy public open space requirements. The public plaza concept can include amenities such as seating, lighting, shading, and landscaping, to encourage pedestrian movement and public use, and form a relationship to the western and eastern frontages of Gordon Street by pursuing ground floor activation through retail, work/live lofts, or other uses. Moreover, the southern portion of Gordon Street, south of Third Street, is a privatized fire lane that connects to Mission Boulevard. Respondents should consider how the intersection of Gordon and Third could function as a roundabout that offers a connection from southern and northern portions of Third Street connecting into a potential public plaza north of Third.
4. Main Street, Park Avenue, Third Street, and Second Street. Main, Park, Third and Second also function as primary street frontages for the Site. Respondents should study the existing function and use of each of these streets and propose frontages and improvements that are context-sensitive to each street. For example, Second Street was formerly designed as a pedestrian mall that still bears remnants of a pedestrian mall street design, and includes the Millard Sheets Fountains, which is a historic landmark; Second Street also is the frontage for the existing historic building, which provides an opportunity for adaptive re-use and activation of the existing corner storefront entry.
Third Street and Main Street include angled on-street parking, which can be considered as potential public street parking opportunities for any to-go or short-term uses that may be activated on Site. Park Avenue serves as an at-grade rail crossing into the Northern portion of the Specific Plan, and its frontage along the Site could serve as an opportunity for designated ride share or micro-mobility solutions to complement the existing bicycle lane.
RFQ: Downtown Site Page 8
City of Pomona 2022
5. Form. As a catalytic project within the Downtown, the City strongly encourages innovation and creativity with respect to the form, architecture, and overall style of the proposed development. Respondents should consider the form of the project as an opportunity to create a conversation between the private realm and the public realm (sidewalks, streets, alleys, public open space), through unique design. Moreover, the use of primary building materials should refrain from traditional siding materials such as stucco and instead propose materials that complement the existing design framework and historic vernacular of Downtown.
6. Frontage. Respondent should consider ground floor activation on all streets, inclusive of Second Street, Third Street, Park Avenue, and Main Street. Activation should be context- sensitive for each intersection and adjacent development pattern. Respondents should explore the use of shallow storefronts that can help activate frontages while still allowing for uses such as wrapped parking facilities to the rear. Activation need not be limited to ground floor retail, but can also consider other permitted uses such as work/live units, artist-related uses such as galleries, or cultural uses. Moreover, activation should include consideration for micro-mobility parking, delivery service, drop-off area, and ground floor level bike parking.
7. Public Art. The proposed development is subject to the Art in Public Places requirement, which requires the installation of public art on site that is equivalent to one-percent of the building valuation of the project, or the payment of an equivalent one-percent in lieu fee. As a hub of public art and artists, Downtown champions public art. The City strongly encourages Respondents to consider the integration of public art throughout the site, as a means to enhance the site, frontage, and street activation, and also to provide a complement to any proposed public open space or amenities, and to enhance any potential pedestrian alley walkways. Respondents should note that an existing temporary mural located along the western face of the existing historic building may not be feasible to maintain given its location, but that the existing local artist may be engaged to produce a replacement work, if feasible.
8. Historic Preservation. The Site located within a historic district designated by City Council.
While the Site does not have any "contributing" buildings, the removal of all trees currently on site will necessitate a Major Certificate of Appropriateness from the Historic Preservation Commission. Respondents should explore the potential of safely relocating any existing, healthy trees to nearby Memorial Park, or other suitable locations. The existing building on Site is not proposed to be demolished, but instead adaptively re-used as part of the development.
Other Site Conditions
1. As shown on Attachment D, the Development Site is located within the Downtown Pomona Owners Association (DPOA), a property-based business improvement (PBID) RFQ: Downtown Site Page 9
City of Pomona 2022
district operated by the DPOA. The special assessments under this PBID are annually included on the County generated property tax bills.
