CITY OF POMONA

COUNCIL REPORT
March 21, 2022
To: Honorable Mayor and Members of the City Council
From: James Makshanoff, City Manager
Submitted By: Rene Guerrero, Public Works Director
SUBJECT: AMENDMENT OF THE FY 2021-22 CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET BY CLOSING COMPLETED PROJECTS AND RE-APPROPRIATING UNEXPENDED FUNDS AND CREATING A NEW CIP PROJECT RECOMMENDATION: It is recommended that the City Council adopt the following Resolution:

RESOLUTION NO. 2022-45 – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE FY 2021-22 CAPITAL IMPROVEMENT PROGRAM (CIP) Budget by closing completed projects, releasing $830,982 OF UNEXPENDED FUNDS, re-appropriating $682,312 OF unexpended funds, and creating a new project “VPD - Parking Lots Rehabilitation II,” Project no. 428-2590-xxxxx-71081 EXECUTIVE SUMMARY: Council approval of the proposed Resolution (Attachments No. 1 and 2) will close the itemized CIP projects and enable the release of unexpended funds that may be used to fund a new project and provide additional funding for an existing project that is partially funded. Specifically, the proposed action will result in the closing of six completed CIP projects. In addition, the Resolution will create a new project, “VPD - Parking Lots Rehabilitation II,” Project No. 428-2590-XXXX-71081. The existing project, “VPD - Parking Lots Rehabilitation,” Project No. 230-2590-XXXXX-71022, will be closed and remaining funding will be reappropriated to the new project.

FISCAL IMPACT: The closing of the six CIP projects will release $830,982 in funds as indicated in Table 1 below. The availability of these funds is a result of the projects being completed at a cost lower than originally estimated and/or with less use of contingency than reasonably anticipated. A portion of the released funds will be re-appropriated to four other existing CIP projects as indicated in the Table 2 below. The remaining unexpended funds are project specific reimbursement and grant funds which are unavailable for re-appropriation.

PREVIOUS RELATED ACTION: On June 7, 2021, City Council adopted Resolution No. 2021-71 to approve the FY 2021-22 CIP Budget which included all CIP projects listed in the two tables below, except for the new project.

DISCUSSION: Table 1 itemizes the projects to be closed, the funding sources, and the unexpended amounts to be released from these completed projects:
