CITY OF POMONA
COUNCIL REPORT
March 21, 2022
To: Honorable Mayor and Members of the City Council
From: James Makshanoff, City Manager
Submitted By: Rene Guerrero, Public Works Director
SUBJECT: APPROVE PURCHASE OF AERIAL LIFT TRUCK
RECOMMENDATION: It is recommended that the City Council take the following actions:
Approve the purchase of an aerial lift truck from Commerce Truck and Equipment Sales, LLC; and EXECUTIVE SUMMARY: The recommended action will allow for the purchase of an aerial lift truck for the Public Works Department – Parks and Facilities Division under the authority of a sole source purchase agreement per City Code Section 2-994. The new truck will greatly assist in streamlining efforts in the repair or replacement of park lights and other fixtures, and when necessary to promptly remove potentially hazardous tree limbs.
FISCAL IMPACT: Total fiscal impact for the proposed action is $147,947. Funds for this purchase are available in the Fiscal Year (FY) 2021-22 General Fund Budget (101-4035-66182-00000). The total cost for this vehicle includes all taxes and fees.
PREVIOUS RELATED ACTION: None.
DISCUSSION: The Parks and Facilities Division consistently receives work order requests to repair or replace damaged lights and other fixtures at City parks and facilities. At times, they will also need to promptly remove potentially hazardous tree limbs. These activities can be most efficiently accomplished using an aerial lift truck. However, the Division does not have its own aerial lift truck. When necessary, Staff will either rent a small aerial lift or borrow an aerial lift truck from the Traffic Operations Division. Renting an aerial lift not only results in additional costs, but also delays in accomplishing the needed repairs. When borrowing an aerial lift truck from the Traffic Operations Division, the truck and associated Staff person are taken away from their daily list of duties for traffic signal and street light maintenance. The borrowing of the vehicle and staff time is also out of compliance with the various transportation funds that fund the Traffic Operations Division and may result in an audit finding.
Funding for this purchase, in the amount of $140,000, was awarded at the November 15, 2021 Council meeting. At the time of this meeting, the Facilities Division acquired a Sourcewell quote for a new Altec aerial lift truck and was prepared to enter into a cooperative purchase agreement to purchase this truck. However, after the Council meeting there were no longer any aerial lift trucks in stock. Due to supply chain issues, none were anticipated to be in stock until 2025.
The Facilities Division reached out to several vendors and was able to locate one truck left in stock at Commerce Truck and Equipment Sales. Because the cost is more than the originally approved amount, a budget transfer was processed to fund the additional amount. The vendor has agreed to hold the vehicle for the City of Pomona until the purchase can be approved by City Council and a purchase order can be issued.
The recommended action will approve the purchase of this vehicle from Commerce Truck and Equipment Sales, LLC under the authority of City Code Section 2-994, wherein a contract may be awarded as a sole or single source without competition upon review and verification, and if determined to be in the City’s best interest. The Procurement Officer, Finance Director, and City Manager shall review sole or single source requests over $100,000 and be approved by the City Council.
