COUNCIL REPORT
April 4, 2022
To: Honorable Mayor and Members of the City Council
From: James Makshanoff, City Manager
Submitted By: Benita DeFrank, Neighborhood Services Director SUBJECT: ADOPT A RESOLUTION AMENDING THE FY 2021-22 OPERATING BUDGET FOR THE SENIOR CITIZEN NUTRITION GRANT FUND AND ACCEPT FUNDS FROM LA COUNTY ELDERLY NUTRITION GRANT PROGRAM IN THE AMOUNT OF $172,941 RECOMMENDATION:

It is recommended that the City Council take the following actions:

Adopt the following resolution:

RESOLUTION NO. 2022-54 – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE FY 2021-22 OPERATING BUDGET BY INCREASING REVENUE ESTIMATES AND APPROPRIATIONS BY $172,941 AND ACCEPT FUNDS FROM THE LOS ANGELES COUNTY ELDERLY NUTRITION GRANT PROGRAM IN THE AMOUNT OF $172,941 Authorize the City Manager, or designee, to execute the amendment following review by the City Attorney.

EXECUTIVE SUMMARY:

The County of Los Angeles intends to amend the City’s Elderly Nutrition Program subaward from $55,000 to $227,941 for FY 2021-22. This action would adopt Resolution No. 2022-54 to allow the City to receive the additional $172,941 from the County in reimbursement grant funding.

FISCAL IMPACT:

The new funding will amend the FY 2021-22 Operating Budget by increasing revenue estimates (226-4190-40857-00000) in the amount of $172,941 and increasing appropriations (226-4190-52351-00000) in the same amount.

PREVIOUS RELATED ACTION:

On February 7, 2022, City Council approved Resolution No. 2022-23 amending the FY 2021-22 operating budget to accept funds from the LA County Elderly Nutrition Grant Program in the amount of $55,000.

DISCUSSION:

Community Services continues to serve seniors and adults with disabilities during the COVID-19 pandemic through free, home delivered meals. In partnership with the County of Los Angeles Workforce Development Aging & Community Services (WDACS) for over 43 years, meals are provided through the reimbursement of the grant-funded Elderly Nutrition Program. Since July 2021, approximately 69,000 free, frozen, home-delivered meals to seniors have been served through a combination of CARES Act funding, the County-funded Elderly Nutrition Program, and the City’s cash match.

City staff requested an increase in funding and the County provided $55,000 to continue services for approximately one month of deliveries. At the time staff had not yet received the final amount of funding from the County. On February 3, 2022, the County allocated $53,941 in additional baseline reimbursement grant funding and $174,000 in CDA CARES funding to the City to continue providing meals for the remainder of FY 2021-22. Due to prior approval noted in the Previous Action section, approval of this action will increase revenue and expenditure allocations by $172,941 bringing the total allocation for FY 2021-22 to $227,941.

Staff will continue to administer the Elderly Nutrition Program in accordance with the latest health requirements and protocols and continue to provide meals on a home-delivered basis. It is possible that the meal delivery method may change during this fiscal year.

COUNCIL PRIORITIES & GOALS: This item supports the 2021-22 City Council Priority 4: Safe and Clean Community; Goal M: Improve safety and cleanliness at parks and public spaces; Step 3: Re-open community centers as public health orders allow, collaborating with community organizations to increase service levels to seniors, families, and youth.
