RESOLUTION NO. 2022-65
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, APPROVING THE HOME-AMERICAN RESCUE PLAN (HOME-ARP) ALLOCATION PLAN AND AMENDING THE FY 2021-22 ANNUAL ACTION PLAN AND FY 2021-22 CITY OPERATING BUDGET TO INCREASE REVENUE ESTIMATES AND APPROPRIATIONS IN THE AMOUNT OF $3,190,091 FOR THE HOME-ARP PROGRAM WHEREAS, in September of 2021, the Neighborhood Services Department was notified of an award of $3,190,091 in Home American Rescue Plan (ARP) funds; WHEREAS, the City of Pomona must amend its FY 2021-22 Annual Action Plan to include HOME-ARP Activities; and WHEREAS, the City Council must find that under the Federal guidelines established by the U.S. Department of Housing and Urban Development, the proposed HOME-ARP activities will benefit “qualified populations”; and WHEREAS, on June 7, 2021, the City Council adopted the FY 2021-22 City Operating Budget; WHEREAS, it is the desire of the City Council to amend the FY 2021-22 Adopted Operating Budget to increase revenue estimates and appropriate $3,190,091 in HOME-ARP funds; and, WHEREAS, the City Council has conducted a public hearing and has solicited community input.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Pomona, as follows:
SECTION 1. That the City Council amends the Fiscal Year (FY) 2021-22 City Operating Budget to increase revenue estimates and appropriate $3,190,091 in Federal Funds for the Home American Rescue Plan Program (HOME-ARP), with revenue and expenditure details provided below:

SECTION 2. The City Council hereby authorizes the City Manager, or his designee, to negotiate and execute all related documents to receive the grant funds and implement the funded activities.
SECTION 3. That the City Clerk shall attest and certify to the passage of this resolution and it shall thereupon take effect and be in full force.
