RESOLUTION NO. 2022-68
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING APPENDIX B OF THE MEMORANDUM OF UNDERSTANDING WITH THE POMONA CITY EMPLOYEES’ CHAPTER OF THE TEAMSTERS LOCAL 1932 BY ADDING THE CLASSIFICATIONS OF SIGNAL/LIGHTING TECHNICIAN I AND II AND ADDING ONE (1) POSITION TO AUTHORIZED STAFFING LEVELS WHEREAS, the City Council has the authority to create, classify and assign salary scales/ranges for all City of Pomona classifications; WHEREAS, on October 18, 2021, the City Council adopted Resolution No. 2021-140 adopting the 2021-2023 Memorandum of Understanding (MOU) between the City of Pomona and the Pomona City Employees’ Chapter of the Teamsters Local 1932 (PCEA/Teamsters), which also established a Roster of PCEA General Service Classifications; and WHEREAS, the City Council has subsequently amended certain provisions of the MOU by resolution numbers 2021-171 and 2021-188; WHEREAS, the City has developed flexible classification series that allows the City to fill the position at different levels based upon education and experience and allows the employee to move up in the series upon meeting certain criteria and with the approval of the Department Director; WHEREAS, on June 7, 2021, the City Council adopted Resolution 2021-69 adopting the City of Pomona Operating Budget, which included authorized staffing levels; and WHEREAS, in order to meet department staffing needs, the City Council desires to amend Appendix B of the aforementioned MOU by modifying the Signal/Lighting Technician classification to be a flexible classification series of Signal/Lighting Technician I/II and adjusting authorized staffing levels by adding one (1) Signal/Lighting Technician I/II.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Pomona, California, as follows:
SECTION 1. That the City Council hereby amends Appendix B of the PCEA/Teamsters MOU by modifying the Signal/Lighting Technician classification to be a flexible classification series of Signal/Lighting Technician I/II as follows:

SECTION 2. That the City Council hereby approves amending authorized staffing levels within the Fiscal Year 2021-22 Operating Budget by adding one (1) Signal/Lighting Technician I/II position in the Public Works Department.
SECTION 3. That any portion of previously adopted resolutions concerning salaries inconsistent with this Resolution shall be deemed repealed.
SECTION 4. The actions approved herein shall become effective April 24, 2022.
SECTION 5. The City Clerk shall attest and certify to the passage and adoption of this resolution and it shall become effective immediately upon its adoption.
