Potentially, additional operational costs may be incurred as a result of this project with the installation of additional trash receptacles and the associated maintenance of these receptacles. However, there is also the possibility for cost savings with the proposed replacement of existing lighting with LED, and with additional trash receptacles that may reduce illegal dumping in the area.
DISCUSSION: Approval of this Resolution will establish a new CIP project and make budget appropriations necessary for the project. The City applied for this funding in February 2022. Notification of our successful application and award of funding was announced on March 1, 2022. The City’s application is intended to beautify and enhance the safety and walkability of the Holt Avenue Corridor which, as defined in the grant, is along Holt Avenue from Garey Avenue to Mills Avenue, and along Garey Avenue from Holt Avenue to Mission Boulevard (Corridor). The grant will fund both infrastructure and non-infrastructure components.
The California Department of Transportation (Caltrans) developed the Clean California Local Grant Program through which approximately $296 million in funds will go to local communities to beautify and improve local streets and roads, tribal lands, parks, pathways, and transit centers to clean and enhance public spaces. The maximum grant award possible is $5 million. The program has four goals:
Reduce the amount of waste and debris within public rights-of-way, pathways, parks, transit centers, and other public spaces.
Enhance, rehabilitate, restore, or install measures to beautify and improve public spaces, and mitigate the urban heat island effect.
Enhance public health, cultural connection, and community placemaking by improving public spaces for walking and recreation.
Advance equity for underserved communities.
The appropriation of Measure M funding will allow the City to incur start-up costs potentially before the grant is fully executed to begin the design process given the short timeframe of the grant as all work is to be completed by June 30, 2024.
COUNCIL PRIORITIES & GOALS: This item supports the 2021-22 City Council Priority 1: Fiscal and Operational Responsibility – Goal C: Obtain additional grant funding and other revenues to help achieve City goals.
