DISCUSSION: On January 11, 2022, Notice Inviting Bids (NIB) No. 2022-02 “Mission Boulevard Rehabilitation - White Avenue to Towne Avenue,” Project No. 428-68574 (Mission-Buena Vista Project) was issued on the City’s electronic bidding platform, Planet Bids. The solicitation notified 532 potential bidders, of which 61 bidders downloaded the NIB, resulting in the City receiving 3 bids, as follows:
“Mission Blvd. Rehab - White Ave. to Towne Ave,”*
Project No. 428-68574
Total Base Bids & All Additive Alternates 1 through 5
1 All American Asphalt
$ 4,908,432
2 Gentry Brothers, Inc.
$ 4,918,126
3 R.J. Noble
$ 4,926,967
The lowest, total bid including all Additive Alternates cost exceeds the project budget and all bids came in higher than the Engineer’s Estimate.

The “Mission Boulevard Rehabilitation - White Avenue to Towne Avenue” Project, as well as the “Buena Vista Avenue Rehabilitation - Mission Boulevard to 9th Street,” Project No. 428-2590-XXXXX-68576 (Attachment No. 3), and “Philadelphia Street Rehabilitation - From San Antonio Avenue to East City Limit,” Project No. 428-2590-XXXXX-68577 (Attachment No. 4), all consist of, but are not limited to: thick grind and overlay, curb and gutter, sidewalk, and curb ramp improvements. In addition, ARPA’s funding requirements require street segments in the Mission Boulevard Rehabilitation project to be separated as individual CIP projects to accurately track project costs. Therefore, staff recommends revising the Mission Boulevard Rehabilitation project and bidding these three separate projects at the same time.
