The Los Angeles Regional Water Quality Control Board’s 2012 Stormwater Permit established the MSAR Bacteria Indicator TMDL mandate. This mandate requires the city to eliminate any bacteria found in stormwater which flows from the City to the Santa Ana River. Compliance with the TMDL is best accomplished through joint regional efforts. The Santa Ana Watershed Authority (SAWPA) is a joint powers public agency who administers the MSAR TMDL Task Force on behalf of the members of the task force. The member agencies include San Bernardino County Flood Control District, Riverside County Flood Control and Water Conservation District, the cities of Riverside, Norco, Corona, Eastvale, Jurupa Valley, Claremont, Pomona, U.C. Riverside, agricultural operators, and SAWPA. The mission of the MSAR TMDL task force is to comply with the regional boards stormwater permit and to improve and protect water quality.
