Project Description: Annually staff evaluates the City's wells and makes a determination for rehabilitations based on the wells performance, frequency of use, and efficiency. Based on this evaluation, the selected wells will be video inspected to determine an appropriate course of action which may include brushing and bailing, rebuilding the motor, rebuilding the pump, replacement old bearings, and possibly relining the well. Because wells cannot simply be visually inspected without removing the pumping equipment and utilizing special video equipment, the selection of a well for rehabilitation cannot easily be completed. This being the case, staff relies on a wells performance, which is determined annually, and based on these results staff then makes a determination. (Project name changed in FY 21-22)

Project Description: This project will develop a citywide hydraulic model to identify existing and future stormwater system capacity. This will include analyses regarding the necessary improvements to address stormwater collection and conveyance. Additionally, it will evaluate current asset management and assess maintenance needs.
The Master Plan will also prioritize capital improvement projects (CIPs) to address the following: capacity deficiencies, water quality, groundwater recharge, and additional stormwater program implementation needs in terms of equipment and staffing.

Safe Clean Water Program (Measure W) Y - 2,900,000 - - Total - 2,900,000 - - - - Project Description: This project consists of the design for stormwater capture to meet the MS4 Permit requirements and the East San Gabriel Valley Watershed Management Plan. The project would enhance water supply by providing opportunities for groundwater recharge through infiltration and provide community investment via the incorporation of recreational opportunities. Drainage would be captured from local on-site and off-site runoff. A gravity connection is proposed adjacent to Thompson Creek and stormwater will receive pretreatment before being conveyed into an infiltration gallery. Additional drainage connections would also be evaluated to optimize stormwater capture. The proposed improvements on the Fairplex grounds will be programmed in alignment with the Fairplex Specific Plan, currently under development and scheduled for completion early 2023. Future Funding for construction will be submitted separately to the Safe Clean Water Regional Program for approval.

2019-20 2022-23 Changes from Prior Year:
Project Description: The City operates five storm water lift stations, located at railroad grade separation, which are designed to pump water out of the railroad underpass. Due to current State standards and regulations, the lift stations require rehabilitation to allow them to function properly. The necessary effort is to rehabilitate the pumping, grating system, safety, electrical, and telemetry infrastructure. The budgeted amount for this project is based on the known and preliminary operating condition review of the facilities. The full extent of the effort will be determined once the existing equipment is disassembled, inspected, and documented. (Description changed FY 21-22)

Project Description: This project will provide for the study of urban runoff capture and reuse, flood risk management and conveyance, pollutant reduction, and water quality treatment. Staff will prepare seasonal rain event-based modeling, assess needed improvements, conduct pilot studies, and invest in infrastructure that provides multiple benefits while prioritizing public health. This project will also explore measures to implement nature-based solutions, provide community investment benefits, and increase access to open space. Other goals can include the leverage of additional funding sources and adoption of new technologies and practices for adaptive climate change management. Facilities that will support conjunctive use will be identified and constructed.

Project Description: The Pedley Spreading Grounds (PSG) is an existing facility with three spreading basins. The facility is located in the City of Claremont, but owned by the City of Pomona. The project proposes to deepen the ponds to accommodate local urban runoff. As-builts (Tract 29019) show an existing 18" pipe at the northwest corner of Basin 1 to capture drainage from the residential areas north of the PSG. In addition, the City of Pomona Mills Avenue 2003 As-Builts show two existing pipes, which connect at a junction manhole, and discharge at the northeastern corner of Basin 2. One pipe is a 30" pipe, which diverts flow from Baseline Road down N Mills Avenue, and crosses through Chaparral Park; the other pipe is a 42" pipe through an easement between Loyola Court and Barrington Court. To include additional flows, a connection is proposed at an existing manhole at Chaparral Drive and N Mills Avenue. Flows from the proposed connection would then enter a hydrodynamic separator for pretreatment, and then discharge into Basin 3. The existing basins have a ponding area of approximately 4.09 acres. The design depth to accommodate the urban runoff would require 1 ft of depth plus an additional 1 ft of freeboard. This Project is an East San Gabriel Valley Watershed Management Plan project submitted for MS4 compliance.

Citywide Storm Drains –
Regional Basins
Provides for a minimum of two regional storm
water infiltration basins (San Jose/Thompson
Creek watershed and Chino Creek watershed).
There will be five phases: I – Preliminary
Study; II – Preliminary Geotechnical; III –
Conceptual Selections & Design;
V – Construction. This is part of the City’s
WMP/CIMP implementation mandated by
the Regional Water Board. We technically
have until 2026 to capture 205 acre feet of
water in the San Gabriel River Watershed
(which San Jose/Thompson Creek essentially
drains to) and 203 acre feet of water in the
Santa Ana River Watershed (which is Chino
Creek/San Antonio Creek). Basins/project
cost will increase (more than CPI) each year,
and starting early should minimize cost
