•Federal law defines a Subrecipient to include any entity that receives a subaward from the City to carry out a program or service that is authorized under ARPA. In some cases, it can be difficult to differentiate between a Subrecipient and a Beneficiary.
•Generally, the Beneficiary is the end user of whatever program or service is created with the ARPA funds. •A Subrecipient uses the funds to implement the program or service. •The Federal Government has adopted Uniform Guidance on how recipients of federal funding can distribute those funds. The Uniform Guidance applies to funds the City distributes under ARPA, and imposes requirements on Subrecipients that do not apply to Beneficiaries. •These include certain contracting requirements and record keeping, reporting and audit requirements. •In order to ensure that its Subrecipients are eligible to receive funds under ARPA, and that they are complying with applicable federal law, the City must adopt written policies to that assess and monitor Subrecipient compliance, and impose certain requirements in its agreements with Subrecipients.

• Develop and assist the City in administering a Business Needs Survey to understand the impacts on local businesses from the COVID-19 pandemic. • Utilizing the results of the Business Needs Survey assist the City in designing a Business Assistance Program for Pomona. • HdL recently designed and implemented a successful turnkey Commercial Rent Relief Program for the City of San Leandro and is working towards doing similar programs in Hawthorne, Hercules, Lafayette, Goleta and San Fernando. HdL will use this model to formulate and administer a Business Assistance Program on behalf of the city.
