Approval of this item will authorize the sole source purchase of WaterView software from Eagle Aerial Solutions. City Code 2-994 requires City Council approve sole or single source request over $100,000 after review by the Procurement Officer, Finance Director and City Manager. Eagle Aerial Solutions produces and is the sole distributor of the this software. Purchasing concurs with the sole source justification on the basis of a letter received from Eagle Aerial Solutions and confirming the assertion that this software cannot be purchased from another vendor.

WaterView is designed to assist water utilities understand water use patterns for customers, and to provide customers with a statistical information as to their use and the use of the surrounding neighborhoods. Additionally, this software will assist the City meet the water efficiency goals mandated by new state legislation SB606 and AB1668, thereby avoiding significant fines for excessive water use. This software was developed for the California Water Efficiency Partnership (CWEP) to assist in the statewide irrigated landscape management project. CWEP is making this software available for their members.

Given that we are in the middle of one of the most unprecedented droughts, Governor Newson recently signed an executive order increasing water conservation requirements. These requirements include, but are not limited to, reducing the amount of water used for irrigation purposes. To achieve the above-mentioned goals and water reductions, the WaterView software has been designed to provide accurate data in compliance with state requirements, integrate a variety of existing City-specific data sets, and facilitate effective retail customer efficiency outreach campaigns and communication.
