CITY OF POMONA

COUNCIL REPORT
May 16, 2022
To: Honorable Mayor and Members of the City Council
From: James Makshanoff, City Manager
Submitted By: Chris Diggs, Water Resources Director
SUBJECT: ADOPTION OF A RESOLUTION AUTHORIZING THE GRANT APPLICATION FOR WELL 34 WELLHEAD TREATMENT RECOMMENDATION:

It is recommended that the City Council adopt the following resolution:

Resolution no. 2022-78 - A Resolution OF THE CITY COUNCIL OF THE CITY OF POMONA, california, AUTHORIZING THE GRANT APPLICATION FOR WELL 34 WELLHEAD TREATMENT EXECUTIVE SUMMARY:

Staff is seeking approval of the attached resolution, which would authorize the City Manager to sign the necessary documents for the submission of a grant with the Bureau of Reclamation (BOR) WaterSMART Drought Resiliency Project for the construction of a granular activated carbon (GAC) treatment facility for Well 34.

FISCAL IMPACT:

There is no fiscal impact to approving the attached resolution or submitting the associated grant application. However, if the City is successful in receiving said grant, the City would receive up to $2 million to construct the necessary Well 34 treatment facilities. Subsequently, Council action would be needed to receive the grant funds.

PREVIOUS RELATED ACTION:

On November 15, 2021, Council approved Resolution No. 2021-176 to authorize a grant application with the Department of Water Resources for Well 34 Wellhead Treatment, which the City did not receive.

DISCUSSION:

Approval of this item will authorize the submission of the grant application and delegate the authority to execute any related documents for submission to the City Manager. The goal of this grant is to increase the reliability of water supplies or improve water management. This is a competitive grant and the BOR will award based on the projects that is most advantageous to the Federal Government.

The Water Resources Department relies on water from 19 groundwater wells to meet customer demands. Within the Chino Basin, all but one well receives treatment from at least two different treatment processes. Recently the level of 1, 2, 3-Trichloropropane (TCP) in Well 34 has risen to a level that it can no longer be used without GAC treatment. The needed treatment facilities for Well 34 is identical to that found at Wells 5, 6, 16 and 17. Given the treatment needing to be constructed, at this stage, staff estimated construction to cost to be $2 million. Although costly, restoring this well is vitally important as when Well 34 was in operation, it was the City’s second largest production well.

To complete an application, staff is working with the City’s consultant B&A Professional Grant Consulting. If the attached resolution is approved, staff will submit the required application before the deadline of June 15, 2022.
