PREVIOUS RELATED ACTION: On May 4, 2020, City Council adopted Resolution No. 2020-60 approving the creation of “Hamilton Park Renovation,” Project No. 428-2590-XXXXX-71070 and appropriating $1,500,000 of grant funding from the Proposition 68 Statewide Park Development and Community Revitalization Program to the project. On December 6, 2021, the City Council adopted Resolution No. 2021-178 creating the Project “Measure A Park Improvements – Citywide,” Project No. 428-2590-XXXXX-71080 and appropriating $1,689,240 of Measure A funds to the project.
DISCUSSION: Approval of this Resolution will amend the “Hamilton Park Renovation,” Project No. 428-2590-XXXXX-71070 budget, increasing the project budget by $1,202,294 to $2,702,294. The City applied for funding for Hamilton Park in 2019. The execution of the funding contract was delayed until the summer of 2020 due to Covid. Once the funding contract was executed, the Request for Proposals (RFP) for design was issued and awarded. During design, the Country has experienced supply chain shortages and significant increases in the costs of materials. Since the original construction cost estimate in 2019 to the present, costs for this project have increased dramatically. City staff, however, have been able to identify the other sources of funding that are being recommended to be appropriated in order to cover the funding gap.
Renovations to Hamilton Park will include:
New all abilities playground equipment for 2- to 5-year olds and 5- to 12-year olds, with fencing, Energy-efficient solar lighting,
Upgraded irrigation,
Renovation and resurfacing of the basketball court, including a public art feature, Resurfacing and repaving of walkways ensuring ADA compliance, Addition of drought-tolerant native landscaping throughout and a rain garden, Barbeques, benches, a gazebo, and
Bathrooms.
The design plans and construction specifications are now complete. Staff will soon release an Invitation for Bids with construction expected to begin in summer 2022.
COUNCIL PRIORITIES & GOALS: This item supports the 2021-22 City Council Priority 1: Fiscal and Operational Responsibility – Goal C: Obtain additional grant funding and other revenues to help achieve City goals.
