SUBJECT: RESOLUTION CREATING AND PROVIDING FUNDING FOR THE NEW CIP PROJECT, “LIBRARY FACILITY REMODEL” RECOMMENDATION: It is recommended that the City Council adopt the following Resolution:
RESOLUTION NO. 2022-84 – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA AMENDING THE FY 2021-22 CAPITAL IMPROVEMENT PROGRAM BUDGET (CIP) BY CREATING A NEW CIP PROJECT, “LIBRARY FACILITY REMODEL,” PROJECT NO. 428-2590-XXXXX-74118, AMENDING THE FY 2021-22 OPERATING BUDGET BY UNAPPROPRIATING $350,000 FROM 101-4112-52285-00000, AND AMENDING THE FY 2021-22 CIP BUDGET BY TRANSFERRING AND APPROPRIATING THIS $350,000 OF GENERAL FUNDS TO THE NEW PROJECT “LIBRARY FACILITY REMODEL,” PROJECT NO. 428-2590-XXXXX-74118 EXECUTIVE SUMMARY: Approval of the Resolution (Attachment No. 1) will create a new CIP project, “Library Facility Remodel,” Project No. 428-2590-XXXXX-74118, as well as transfer and appropriate $350,000 of General Funds to “Library Facility Remodel,” Project No. 428-2590-XXXXX-74118. This funding will allow for improvements to the Library basement to accommodate Community Services staff.
FISCAL IMPACT: There is available funding in the General Fund (Acct. No. 101-4112-52285-00000) to transfer and appropriate $350,000 to fully fund “Library Facility Remodel,” Project No. 428-2590-XXXXX-74118. These funds were initially identified for other operational needs. However, Community Services realized significant savings in its operational budgets due to COVID-19 limiting the daily services that would have otherwise been offered to residents. These savings are being proposed to be reinvested into this CIP project. The table on the next page summarizes the fiscal impact of this action:

DISCUSSION: Community Services management and administrative staff have been housed at the Palomares Park Community Center since the Division’s contraction during the recession when it moved from City Hall. There has been a long-standing need to have a greater staff and programmatic presence throughout the City that has been limited by funding. Specifically, there has been a desire for a stronger central presence at Civic Center Plaza to create opportunities to expand programming and to work more closely with the Library.
As grant and general fund allocations, as well as, full-time staffing levels have increased over the past year, Community Services has begun to outgrow its office space at Palomares Park. The Community Services staff proposed to be relocated to the Library will include a Recreation Supervisor, Recreation Coordinators, and the administrative staff that help oversee the City’s youth-focused programming. Renovating the Library basement will allow the Community Services staff to have a more centralized presence throughout the City while creating a closer working relationship with the Library staff.
