From: James Makshanoff, City Manager
Submitted By: Benita DeFrank, Neighborhood Services Director SUBJECT: AWARD A CONTRACT TO ELITE CUSTOMS CONSTRUCTION TO REHABILITATE 1172 E. PASADENA STREET, POMONA, CA RECOMMENDATION: It is recommended that the City Council take the following actions:
Award a contract to Elite Customs Construction for the rehabilitation of 1172 E. Pasadena Street, Pomona, CA in the amount of $562,132; and, Authorize the City Manager to execute the contract and any subsequent change orders on behalf of the City, upon City Attorney approval.
EXECUTIVE SUMMARY:
The property, located at 1172 E. Pasadena Street, will serve as a temporary emergency shelter to families with high barriers to housing, where other interventions such as motel voucher, rapid re-housing or congregate shelter may not be suitable or quickly attainable. Before the property can be used as temporary emergency shelter, renovations are necessary.
FISCAL IMPACT:
Funding for the rehabilitation of this property is currently appropriated in the FY 2021-22 City Operating Budget in Emergency Solutions Grant CARES Act (ESG-CV) for $575,000 (193-1791-52584-71076). About 1/3 of the total amount or $191,667 will be expended by the end of the fiscal year, and the balance of $383,333 is being carried forward to FY 2022-23 City Operating Budget.
PREVIOUS COUNCIL RELATED ACTION:
On September 20, 2021, the City Council amended the Consolidated Plan, the FY 2021-22 Annual Action Plan, and the FY 2021-22 City Operating Budget by reallocating $2,000,000 in ESG-CV funds in Temporary Emergency Shelter – Acquisition and Rehabilitation for Crisis Housing. On October 18, 2021, the City Council approved the acquisition of 1172 E. Pasadena for $1,250,000 for use as temporary emergency, non-congregate shelter for homeless families with children.
DISCUSSION:
In November 2021, the City of Pomona acquired a five, 2-bedroom, unit apartment building. The purchase of this building was part of an ongoing effort to address homelessness in the city, especially among families with children. The property, located at 1172 E. Pasadena Street, will serve as a temporary emergency shelter to families with high barriers to housing.
Before occupants can use the property as temporary emergency shelter, renovations are necessary. The repairs and improvements will address health and safety concerns, bring the units up to the Universal Building Code standards, and address deferred maintenance. Related work includes installing GFCIs and smoke detectors, new water heaters, new heating and air, texturing and re-painting, new flooring, new lighting fixtures, and extermination. Other units and areas will involve additional work due to water damage and damage caused by past tenants. Additional work includes kitchen and bathroom remodel, windows replacement, and re-roofing of two parking structures.
To complete this renovation, in accordance with Section 2-1003 – Formal Procedure of the City’s Purchasing Ordinance, Request for Proposal (RFP) No. 2022-14 was released on Planet Bids on February 22, 2022. The solicitation noticed 113 potential bidders of this opportunity, of which 29 bidders downloaded the RFP. One (1) bidder, Elite Customs Construction submitted a bid.
The project is subject to the requirements of the Davis-Bacon Act (40 U.S.C. 3141 et. seq.) as amended, which requires that federally assisted construction projects over $2,000 must pay workers on-site no less than the locally prevailing wages and benefits paid on similar projects.
The bid submitted by Elite Customs Construction in the amount of $515,575 was determined by staff to be a price-reasonable bid. A 10% contingency was added to the bid price to cover unexpected costs that may arise during the rehabilitation. The total contract price is $562,132.
It is anticipated that it will take 90 calendar days to complete the rehabilitation work. Four (4) of the units are vacant, and one unit is occupied. The current occupants are eligible for relocation assistance under the HUD Uniform Relocation Assistance and Real Property Acquisition Act (URA) guidelines. The occupants are currently looking for alternate permanent housing and have agreed to temporarily relocate in the event that construction begins. The City is being assisted by Overland, Pacific & Cutler LLC, the City’s consultant, with relocation activities.
COUNCIL PRIORITIES & GOALS:
This item supports 2021 City Council Priority #3 – Increased Opportunity and Housing Stability and Goal K – Reduce the unsheltered homeless population by 10% annually and take actions to mitigate the impacts of homelessness in the community.
