FISCAL IMPACT: Minimal fiscal impact; cost of signage and printed material only.

PREVIOUS RELATED ACTION:

On February 5, 2001, the City Council adopted a “Policy for Naming of Park and Recreation Facilities”. On March 21, 2005, the City Council adopted an updated “Policy for Naming of Park and Recreation Facilities”. On January 24, 2022, the City Council adopted the “Policy for Naming of a City Facility”, a revision of the Policy for Naming of Park and Recreation Facilities that includes all City facilities. On March 22, 2022 and April 26, 2022, the Community Life Commission reviewed the nomination application submitted by Roseanne Bader to consider recommendation to City Council.

DISCUSSION:

On January 24, 2022, the City Council adopted the Policy for Naming of a City Facility, which expanded the opportunity to name a City-owned facility, from park and recreation facilities only to all City-owned facilities. This policy outlined several criteria that could be used in selection of a name for any City-owned facility, including the following criteria:
#2 - The name of an individual may be used, living or dead, providing that individual has contributed significantly to the quality of life for Pomona residents with 20 years or more of community service. The individual must be identified as a Pomona resident, a member of a Pomona service organization, or employed within the city during his/her public service.

The Nomination Application
On February 10, 2022, the City received an application from Roseanne Bader (Attachment 2) requesting consideration to name the existing City Council Conference Room, located south of the City Council Chambers, after her late husband, Chuck Bader, a Pomona resident and former Mayor of the City of Pomona.

Mr. Charles W. “Chuck” Bader
Mr. Charles “Chuck” Bader was born in Los Angeles and was a lifelong resident of Pomona. He attended Pomona schools from kindergarten to graduating from Pomona High School in 1958. He then went on to graduate from UCLA in 1963 with a bachelor's degree in Business Administration. Chuck then served in the United States Navy, reaching the rank of Lieutenant.

As a resident of Pomona, he served as a City Commissioner on the City’s Redevelopment Commission and in 1971, he successfully ran for the Pomona City Council, becoming the youngest person to sit on the council at the time. He served as a council member for six years and was elected Mayor of Pomona in 1977 and 1979, before heading to the State Assembly in 1982, where he served until 1990. The district he served included part of Pomona and cities in western San Bernardino County. While in the State Assembly he was the vice chair on the Assembly Education Committee, and a leader in housing, workers compensation, criminal justice, and education reform. Chuck ran a real estate business and was active in government affairs after leaving politics.

Throughout his life, Chuck was an active member in the Pomona community, including being a part of the Pomona Jaycees, the Pomona Lions, the Pomona Valley Board of Realtors, and coached Pomona AYSO Soccer.

The Community Life Commission
Per the Policy for Naming of a City Facility, the naming of a non-recreation, “City-owned facility shall be considered at a publicly noticed meeting of the Community Life Commission. The Commission shall then forward its recommendations for approval to the Pomona City Council, who shall exercise final authority in naming all facilities”.

The Community Life Commission reviewed the nomination application at two separate meetings, held on March 22, 2022 and April 26, 2022. Upon review, the Community Life Commission has determined that the nominee meets the criteria as outlined in the adopted policy and is recommending approval to the City Council to name the City Council Conference Room the Chuck Bader Conference Room.
