SUBJECT: ADOPTION OF A RESOLUTION ACCEPTING STATE FUNDING FOR “CIVIC CENTER PLAZA REHABILITATION,” PROJECT NO. 428-2590-XXXXX-71063 RECOMMENDATION:
It is recommended that the City Council adopt the following resolution:
Resolution no. 2022-90 - A Resolution OF THE CITY COUNCIL OF THE CITY OF POMONA, california, ACCEPTING state of california general fund grant funds for “civic center plaza rehabilitation,” project no. 428-2590-xxxxx-71063 EXECUTIVE SUMMARY: Approval of the attached Resolution (Attachment No. 1) will authorize acceptance of State of California General Fund grant funds for “Civic Center Plaza Rehabilitation,” Project No. 428-2590-XXXXX-71063, and will authorize the City Manager, or designee, to sign the necessary documents to receive the funding.
FISCAL IMPACT: Authorizing the attached Resolution will allow the City of Pomona (City) to enter into an agreement with the State of California to receive $1,100,000 in grant funding for “Civic Center Plaza Rehabilitation,” Project No. 428-2590-XXXXX-71063 (Project). The grant is reimbursement-based and funds must be spent by March 1, 2026. Funds will be appropriated once the agreement is received in FY 2022-23.
DISCUSSION: A key goal for the Mayor and City Council is the activation of the City’s parks. The activation of parks plays a critical role in the overall health of the community, not only encouraging physical activity, but also promoting a strong sense of community and belonging. Civic Center Plaza has been a focal point of community revitalization and park activation, as it hosts large community events, such as the Children’s Festival and a Summer Concert Series.
In 2019, Pomona Placemaking, a community-based group, organized a community conversation to reimagine the Civic Center Plaza as a family destination for daily activities, in addition to large community events. Numerous improvements were discussed, including the development of a major playground attraction, among other improvements.
In addition to existing funding in the Project budget, the Mayor and staff sought to identify other sources of funding, and was successful in obtaining $1,100,000 in State of California General Fund funding for improvements to the Civic Center Plaza, including a large all-abilities playground, a splash pad, a concrete pad for concerts, and art installations. The intent is to transform the Civic Center Plaza into an epicenter for the City, increasing activation while connecting the community to the Civic Center and the library. Approval of the Resolution will authorize acceptance of the State funding to be administered by the California Natural Resources Agency.
