PREVIOUS COUNCIL ACTION: On April 18, 2022, City Council adopted Resolution No. 2022-66 creating “Holt Avenue Corridor Improvements,” Project No. 428-2590-XXXXX-68575 and appropriating $4,922,041 in Clean CA grant funding to the project.

The Project Corridor is defined as Holt Avenue from Garey Avenue to Mills Street and Garey Avenue from Holt Avenue to Mission Boulevard. Proposed improvements along the Project Corridor include street and pavement improvements, walkability and ADA accessibility improvements, bus shelters, trash receptacles along every block, a jogging path and exercise equipment at Garfield Park, replacement of street lighting with LED technology, improved lighting under the Garey Underpass at First Street, art installations along the Corridor, including murals on the walls of the Garey Underpass, eight beautification events, and educational signage.
CalTrans developed the Clean California Local Grant Program through which approximately $296 million in funds will go to local communities to beautify and improve local streets and roads, tribal lands, parks, pathways, and transit centers to clean and enhance public spaces. The maximum grant award possible is $5 million. The program has four goals:
Reduce the amount of waste and debris within public rights-of-way, pathways, parks, transit centers, and other public spaces.
Enhance, rehabilitate, restore, or install measures to beautify and improve public spaces, and mitigate the urban heat island effect.
Enhance public health, cultural connection, and community placemaking by improving public spaces for walking and recreation.
Advance equity for underserved communities.
Project design is anticipated to begin June 2022 with construction anticipated to commence Summer 2023.
