PUBLIC COMMENTS
PUBLIC PARTICIPATION
ALEX DE VRIES - Dear Mayor Sandoval and esteemed Council Members of Pomona, my name is Alex De Vries and I am a Community Engagement Coordinator at Day One.
Day One is a community-based public health nonprofit serving the San Gabriel Valley for over 30 years. I am here today to cordially invite you all, and the residents of Pomona, to our upcoming summer festival this July 16 and 17. Day One is partnering with the Getty in celebration of their 25' anniversary to put together a series of community arts festivals throughout LA County. As a chosen partner, Day One will be hosting our festival at Arceo Park in El Monte to celebrate the amazing communities of the San Gabriel Valley. Entry to the festival is free to the public and will include a variety of music, artists, interactive activities, food trucks, and tons of family fun. Please mark your calendars and make your way to Arceo Park this July 16 and 17 for a festival just for you and the family! For more information, please visit: GoDayOne.org/getty25. Thank you for your time.
TREMALE RATCLIFFE - My name is Tremale Ratcliffe. I have the privilege of overseeing our Youth & Young Adult Employment Services program under the umbrella of Just Us 4 Youth. We have onboarded Samantha Angulo-Zavala our new Youth & Young Adult Program Coordinator. It has been a pleasure to promote her as she was previously one of our dynamic leaders from our KEEP After School tutoring program over at Kellogg Elementary. We have just received a wonderful Summer Intern from Cal Poly Pomona. Lastly, the Youth & Young Adult Employment Services Program is gearing up for its District 2 Microgrant in collaboration with Councilmember Victor Preciado to be able to run weekly Employment & Career Readiness Workshops FREE to the community.
TEHYA KENDI - Covid isn't over. And the long term social effects: lost jobs/wages, rise in evictions/foreclosures, and mental/emotional health issues etc are far from ended. Yet programs to help alleviate these problems are gone. Local, state, and federal governments must address these long term effects and reinstate the needed programs now, before conditions get worse for LA county residents. Thank you.
CONSENT CALENDAR ITEM NO. 11 (Adoption of Resolution Accepting State Funding for "Civic Center Plaza Rehabilitation," Project No. 428-2590-XXXXX- 71063)
RAYMOND MENDOZA - My name is Raymond Mendoza of 189 E. Pearl St., Pomona. I would like to express my support for the resolution to accept the grant funds for the Civic Center Plaza Rehabilitation. In the interest of transparency, it would be greatly appreciated by me and the greater community if the City were to initiate efforts in disseminating details of the planned rehabilitation project. While I acknowledge the Mayor and City council's goal to promote a strong sense of community through the activation of parks, l as a citizen and resident of the city of Pomona would like to see the execution of this goal to be consistent with the CA Natural Resources Agency's mission statement to "restore, protect and manage the state's natural, historical and cultural resources for current and future generations". ". After all, it is the Agency's task to administer the funds for the project. With that in mind, I have several questions in line with protecting and restoring, e.g. are trees going to be taken down; are more trees going to be planted; are the historical planters going to be restored; are the fountains going to be restored? Personally, I feel that City Hall and Civic Center can benefit from other successful cities with atmospheric plazas that draw people in. Most cities utilize uplighting to highlight architectural elements and bring attention to the cultural, it not historical importance of the structure. Pasadena and Santa Barbara are good examples. It should also be noted that none of these cities have playgrounds and splash pads or concert pads. I am not totally against them. I just want to see how the City plans to execute the project while addressing the fundamental questions of restoring, protecting and managing histerical and cultural resources. Thank you.
DISCUSSION ITEM NO. 27 (Discussion on Potential Moratorium and Other Strategies to Address Cumulative Impacts from Warehousing Development in the City of Pomona)
MARK MCREYNOLDS - I'd rather be here in person, but family matters dictate that I be in northern California tonight. My name is Dr. Mark McReynolds and I am a Pomona resident - on Willow St. - associated with Clean and Green Pomona and SoCal A Rocha a Christian conservation organization. I support a moratorium on megawarehouses in the City of Pomona. My understanding is many cities in our area have done so for the same reason: there are no regulations in Pomona that refer to such large warehouses.
More megawarehouses will impact our residents' health by creating even more diesel truck emissions in a city that already scores poorly in the state CalEnvirscreen. The American Lung Association gives our region an "F" for air quality. I'm in favor of more jobs in Pomona, but megawarehouses supply few jobs per acre at a high environmental cost, likely impacting the poorer among us that have few options to them other than the cheapest - right next to industry. I urge you to support a moratorium at this point.
REGINA WANG - My name is Regina Wang. As a business person in Pomona and a Pomona resident, I don't feel that warehouses are the best and highest use for available land in Pomona. Our General Plan envisions Pomona moving towards light industrial, commercial uses and business parks, and away from heavy uses like warehousing. Businesses and residents in Pomona are both impacted by the truck traffic, pollution, and other issues in the goods movement industry. I support a warehouse moratorium in Pomona to give time for the city to put standards in place and to align Pomona's zoning with a better vision for the future.

AMY DONNER
I write in support of a moratorium on warehouses in the City of Pomona. There are currently no regulations in place for our city that govern the operations of this impactful industry on our streets and more importantly, the well-being and health of our residents.
Pushing the pause button to determine the full impact presently and determine policies that make this industry work for all the people of Pomona is necessary. Your diligence will keep our city true to its motto: vibrant, safe, beautiful.
JOSEPH GEORGE - My name is Joseph George and I am a Pomona resident of 27 years.
Thank you and may God bless America.
MEGAN GEARHART - My name is Megan Gearhart. I have lived in Pomona for over twenty years. I am a trustee of the Pomona Public Library, President of Pomona Heritage, elder at Pomona First Presbyterian Church and proud parent of a Lincoln Elementary first grader. I write today in support of a moratorium on warehouses in the City of Pomona.
There are currently no regulations in place for our city that govern the operations of this impactful industry on our streets and more importantly, the well-being and health of all our residents. AMY DONNER - My name is Amy Donner. I am a Pomona resident and member of Pomona Presbyterian Church. There are currently no regulations in place for our city that govern the operations of this impactful industry on our community and more importantly, the well-being and health of our residents. The environmental costs of unregulated and poorly regulated warehouses are costs borne by people: health costs, loss of work due to illness and more. Low-income communities and communities of color bear the brunt of this pollution. Air pollution impacts brain development in children. There are so many environmental reasons to stop and consider how to best protect people. Pushing the pause button to determine the full impact presently and determine policies that make this industry work for all the people of Pomona is necessary. Your diligence will keep our city true to its motto: vibrant, safe, beautiful.
JEFF JOHANNSEN - My name is Jeff Johannsen, and I am a Pomona resident of 17 years. I write in support of a moratorium on warehouses in the City of Pomona. There are currently no regulations in place for our city that govern the operations of this impactful industry on our streets and more importantly, the well-being and health of our residents.

HUGH WIRE - My name is Hugh Wire and I attend First Presbyterian Church of Pomona, a member of ICON. Everyone is doing it--the moratorium dance. Chino, Colton, Jurupa Valley, Perris, Riverside and San Bernardino have enacted moratoriums on granting permits for new warehouses until they can put in place well thought-out regulations of this demanding industry, growing rapidly in our region because it has been so easy to do so. Particularly as an old and established part of the inland empire, Pomona has to deal with what massive infusions into our neighborhoods of heavy truck traffic will do to health and tranquility, to the city budget in pummeling of our streets, and with what might be lost when scarce land is given over to global businesses and no longer is there to provide better wages more benefits to Pomona residents. Sol do support the proposed warehouse moratorium. Thank you.
JENNA HOOVER - My name is Jenna Hoover and I am a Pomona resident of 5 years.
As a citizen and environmental educator, I am saddened that Pomona is a city burdened already by environmental injustice across all districts. Some of you may remember that almost 10 years ago, a working group made up of CalEPA, its boards and departments was established to "enhance environmental justice efforts related to compliance and enforcement in disproportionately impacted areas identified by CalEnviroScreen." Pomona was among the list of identified cities and frankly, remains so according to the data showing our city to be among the most polluted in the state. It's time for intermission in this drama of who is going to build what next. Please vote to take the time necessary to develop a script that won't leave Pomona residents, particularly the most vulnerable such as our elderly and children, in the wings. I support a moratorium on warehouses in the City of Pomona.
BRIDGETTE RAMIREZ - My name is Bridgette Ramirez, and I am part of First Presbyterian Church of Pomona, which is a member of the Inland Communities Organizing Network. Pitzer College Professor Susan Phillips recently published an LA Times op-ed about the proliferation of warehouses in the Inland Empire. Under Phillips' direction, the Robert Redford Conservancy for Southern California Sustainability created an animated map of the production of warehouses since 1975, which according to Phillips, "makes warehouses in the Inland Empire look like the spread of a disease." As of 2021, the warehouses of the Inland Empire accounted for more than a billion square feet. The American Lung Association gave our region an "F" for air quality. "F" for failing to protect the health of people of all ages. The environmental costs of unregulated and poorly regulated warehouses are costs borne by people: health costs, loss of work due to illness, and more. A moratorium on warehouses is essential for the City of Pomona to proactively plan for how best to protect its residents. strongly support a warehouse moratorium in Pomona.
DAVID O. HOLMES - My name is Dave Holmes, and I am the President of Commercial Door Company. I have been a Pomona businessman for more than 25 years. I am on the board of Clean & Green Pomona. I support a warehouse moratorium in the City of Pomona. Pomona has been moving in a positive direction, but we still have issues to address. We must have proper standards in place for businesses coming into the city.
The logistics industry is not a major job creator, and it has several undesirable impacts.
They use numerous heavy diesel trucks, which damage the roads, pollute the air, and increase traffic on major roadways. Reservoir is already heavily congested, and it doesn't have adequate traffic enforcement. There also isn't adequate code enforcement of industrial businesses to comply with regulations and their CUP's. It would be unwise for the City of Pomona to continue to add warehouses without first enacting thoughtful regulations, particularly restricting their size. In addition, the General Plan envisions more light-industrial and office buildings in the M-zone, and adding warehouses moves the city in the wrong direction. I urge you to immediately enact a warehouse moratorium for the benefit of both businesses and residents.
HAILEY DONNER - My name is Hailey Donner and I am a Pomona resident and a member of the First Presbyterian Church of Pomona. I am writing this letter in support of a moratorium on warehouses in the city of Pomona. As of writing this letter there are no regulations in place to protect the city of Pomona from the harmful effects of warehouses.
Pomona remains one of the most polluted cities in the state and without regulations the pollution will get worse. The warehouses also may increase human trafficking and | recognize Pomona police and non profits working to reduce human trafficking in our city, but warehouses may increase this crime. Please put a pause button on the warehouse industry to protect Pomona residents and the overall well-being of the city of Pomona. I support a moratorium on the warehouses in the city of Pomona.
ERIC VASQUEZ - My name is Eric Vasquez and I am the Founder and CEO of Just Us 4 Youth. I want to congratulate the City of Pomona, its police department and local non- profits that are working to end human trafficking in our city. According to Human Rights First, warehouses exacerbate this predatory crime. They are among the industries which are at the highest risk for human trafficking. Our Police department is well aware of the criminal element already active in our region that exploits vulnerable people, particularly young people. Let's not add to the burden by building more warehouses until there are sensible regulations in place, and the funds to monitor these facilities. As a city, let's welcome businesses that are willing to do their fair share to look out for more than their own bottom line, and who want to be good neighbors. I, Eric Vasquez, support a moratorium on warehouses in the City of Pomona. Thank you.
KIEVA KAAK - My name is Kieva Kaak and I've lived in Pomona for 29 years, including raising my two children here. Reflecting my longtime commitment to Pomona, I support a moratorium on warehouses in the City of Pomona. A moratorium would allow decision makers time to count the true costs of the warehouses entering our city. I believe careful consideration will reveal that not only are warehouses unfit uses of our city's treasure of prime land, but their presence poses unprecedented and irreversible harm for the city, the environment, and the people who live here. The promise of financial gain will be short lived in light of the enumerable tolls on human health and wellbeing as a result of thousands of trucks idling all hours of the day, polluting our air with toxic particulates. The allure of global money flowing through Pomona can blind us to the consequential degradation that has happened across the country when similar cities have partnered with warehouse conglomerates disconnected from local concerns. As we all know, the health of our environment is intimately connected to the health of humans. Therefore, let us pause to consider all consequences fully.
BREE HSIEH - My name is Bree Hsieh and I am a Pomona resident of 20 years, on the Pomona Public Library Foundation Board, and co-founder of the Pomona Placemaking Community Engagement meetings that happened regularly before the pandemic. strongly support a moratorium on warehouses in Pomona. Warehouses have low employment to land-space and use ratio, they increase health hazards for children and all citizens in Pomona because of the significant amount of truck traffic coming in and out, and they are known as places where the financial and physical exploitation of young people, especially women and minors, increases through human trafficking. Warehouses do nothing to make Pomona a great place to live, work, visit, and move to. For these reasons, I very much support a warehouse moratorium in Pomona.
PAUL KAAK - My name is Paul Kaak. I have been a Pomona resident for 31 years. ! write to express my support for a warehouse moratorium in Pomona. My question: Have you driven through Chino and Ontario lately? "According to data from the Robert Redford Conservancy, the number of warehouses in San Bernardino County has grown from 24 in 1975 to 3,176 in 2021, paving over 23 square miles of the county. • That is equivalent to 82 percent of Chino, or over half of the area of neighboring Ontario." https://www.kcet.org/shows/earth-focus/warehouses-pave-over-historic-dairy-lands-in- ontario-and-chino
No one wants to live in a city that trades its integrity, history, and vibrancy for a handful of jobs that ultimately aren't sustainable to those who do them. The one good thing about what has happened (and continues to happen) in these other cities is that Pomona can learn from their grievous, short-sighted decisions. Please don't give in to the tempting offers the warehouse industry will offer. Think long-term. Think about the work that you have put into making Pomona an attractive place to bring both viable businesses and residents. Allowing even one warehouse to come here puts us on the slippery slope.
LILIANA VASQUEZ - My name is Liliana Vasquez and l am a Pomona resident of 10 years. Truck traffic in Pomona is already at an unbearable capacity. What can be done? The city council can pass a moratorium on warehouses in the city and consider regulations that ensure our own infrastructure, like our roads, are maintained. Residents endure regular, ongoing shaking in their homes as semi's rumble throughout the city. It's like having earthquakes multiple times a day; that impacts the structural integrity of homes. I support a moratorium on warehouses in the City of Pomona.
PUBLIC HEARING ITEM NO. 29 (Public Hearing: Adoption of Resolutions Approving the Fiscal Year (FY) 2022-23 City of Pomona Operating Budget, Housing Authority Budget, Five Year Capital Improvement Program Budget, Establishing the FY 2022-23 GANN Appropriations Limit, and Personnel Related Actions MEGAN GEARHART - My name is Megan Gearhart. I have lived in Pomona for over twenty years. I am a trustee of the Pomona Public Library. I write today to ask for more funding for the Pomona Public Library. While the increase in funding that is written into the budget this year is a good starting point, more will do more for the larger community.
Being a trustee I hear monthly about the good our library and its staff is able to do; host field trips, provide homework help, be a cooling center, host really lovely puppet shows and author talks. The staff of our library are clearly excellent stewards of the money we the taxpayers entrust to them, so let us trust them with more.
LISA SNIDER - Libraries are more than just books and free wi-fi. When tragedy struck in Uvalde, Texas, the city's library became a community hub for grief support, storytelling, face painting and more. Offering comfort, refuge and respite, Uvalde's library is doing exactly what public libraries have steadily evolved to do: Become a true community resource. Pomona Public Library's role in our community has taken on increased relevance, particularly since COVID. Not only do we provide the usual programs with homework tutoring, summer reading and serving as a cooling center, but through our partnerships with Pomona Wellness Community and Justice for Youth, we offer a number of social and mental health services. These include parenting, nutrition and substance abuse education as well as advocacy for foster families. We do all of this and so much more with limited hours and staffing. None of this is possible without a strong budget, and sadly, Pomona library's budget is among the lowest in the state. A well-budgeted library ensures a healthy, vibrant and safe community. Mayor and Council, please support our library. Thank you for your consideration.
ANNE HENDERSON - I am writing to support additional funding for the library.
DEBRA MARTIN - Good evening honorable Mayor and Council, Tonight I humbly ask for your support to the library. The library is doing very well, staff is continuing to think out of the box making our library vibrant and relevant for our children and families. The trustees are supporting the improvements to the building, creating new policies to make it easier to borrow and return books, replacement of books, the library foundation is providing funding for the homework club, field trips and much more! With your support, the Pomona Public Library will continue to serve our community with many opportunities. "Hope to see everyone at the Mayors gala." Thank you for your support! Note: Comments incorporated into meeting minutes as submitted and received by the City Clerk's Office.
