RESOLUTION NO. 2022-121
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING APPENDIX B OF THE MEMORANDUM OF UNDERSTANDING WITH THE POMONA CITY EMPLOYEES’ CHAPTER OF THE TEAMSTERS LOCAL 1932 BY INCREASING THE SALARIES OF VARIOUS CLASSIFICATIONS IN PUBLIC WORKS AND WATER RESOURCES, AUTHORIZING A SIDE LETTER RELATED TO THE PUBLIC WORKS REORGANIZATION AND AMENDING THE FLEXIBLE STAFFING PROVISIONS WHEREAS, the City Council has the authority to create, classify and assign salary scales/ranges for all City of Pomona classifications; WHEREAS, on October 18, 2021, the City Council adopted Resolution No. 2021-140 adopting the 2021-2023 Memorandum of Understanding (MOU) between the City of Pomona and the Pomona City Employees’ Chapter of the Teamsters Local 1932 (PCEA/Teamsters), which also established a Roster of PCEA General Service Classifications; WHEREAS, the City Council has subsequently amended certain provisions of the MOU by resolution numbers 2021-171, 2021-188, 2022-068, 2022-083, and 2022-099; WHEREAS, on June 6, 2022, the City Council adopted the Fiscal Year 2022-23 City of Pomona Operating Budget, which includes authorized staffing levels; and WHEREAS, in order to meet department staffing needs, the City Council desires to amend Appendix B of the aforementioned MOU by modifying various classifications in Public Works and Water Resources; authorizing the City Manager to enter into a side letter agreement regarding the classification changes; and amending the flexible staffing provisions.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Pomona, California, as follows:
SECTION 1. That the City Council hereby amends Appendix B of the PCEA/Teamsters MOU as follows:

SECTION 2. That any portion of previously adopted resolutions concerning salaries inconsistent with this Resolution shall be deemed repealed.
SECTION 3. Authorize the City Manager to enter into a Side Letter Agreement in “Exhibit A” that describes procedures regarding the reclassification of Paint and Sign Technician I/II incumbents to Public Services Maintenance Worker I/II, procedures for obtaining Class B licensure, and other procedures regarding the proposed classification changes.
SECTION 4. Approve the Amendment to the 2021-2023 PCEA/Teamsters MOU regarding the Flexible Staffing provisions attached hereto as “Exhibit B.” SECTION 5. Classification and salaries marked with strikethrough shall remain in effect until August 13, 2022. The actions approved herein shall become effective August 14, 2022.
SECTION 6. The City Clerk shall attest and certify to the passage and adoption of this resolution and it shall become effective immediately upon its adoption.
