RESOLUTION NO. 2022-129
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE FY 2021-22 OPERATING BUDGET TO INCREASE REVENUE ESTIMATES AND APPROPRIATIONS BY $45,000 AND THE FY 2022-23 OPERATING BUDGET TO INCREASE REVENUE ESTIMATES BY $381,000 AND APPROPRIATIONS BY $283,440, BY ACCEPTING FUNDS FROM THE LOS ANGELES COUNTY ELDERLY NUTRITION PROGRAM (ENP) GRANT FOR THE SENIOR NUTRITION PROGRAM.
WHEREAS, the City’s Elderly Nutrition Program (ENP) continues to provide free, nutritious meals to senior adults and adults with disabilities; and, WHEREAS, the County of Los Angeles Workforce Development, Aging and Community Services (WDACS) provided the City American Rescue Plan (ARP) funds in the amount of $45,000 for meal services rendered in FY 2021-22.
WHEREAS, the County of Los Angeles Workforce Development, Aging and Community Services (WDACS) also provided Older Americans Act (OAA) Title III C-1 (Nutrition Services) funding in the amount of $374,000 and federal ARPA funding in the amount of $214,000, totaling to $588,000; and this action will increase revenue and expenditure allocations for FY 2022-23 available in grant meal services reimbursement funding to City from the County, WHEREAS, the FY 2022-23 Operating Budget currently includes County provided grant revenue and expenditures for the ENP.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Pomona as follows:
SECTION 1. The City Council accepts the County of Los Angeles WDACS allocation of the ARP funds in the amount of $45,000 for the FY 2021-22 ENP Grant.
SECTION 2. The City Council accepts the County of Los Angeles WDACS allocation of the OAA and ARPA in the total amount of $588,000 for FY 2022-23 ENP Grant.
SECTION 3. The City Council amends the FY 2021-22 Operating Budget by increasing revenue estimates (226-4190-40857-00000) in the amount of $45,000 and increasing appropriations (226-4190-52351-00000) in the same amount. In addition, funding for FY 2022-23 Operating Budget will also increase revenue estimates (226-4190-40857-00000) by $381,000, revising the grant revenue budget for the Senior Nutrition Program to $588,000; while also increasing appropriations (226-4190-XXXXX-00000) by $283,440 to match the total budget of $588,000.
SECTION 4. Authorize the City Manager to execute the agreement and any subsequent amendments, subject to review by the City Attorney.
SECTION 5. The City Clerk shall attest and certify to the passage and adoption of this Resolution, and it shall become effective immediately upon its approval.
