COUNCIL REPORT
July 18, 2022
To: Honorable Mayor and Members of the City Council
From: James Makshanoff, City Manager
Submitted By: Rene Guerrero, Public Works Director
SUBJECT: ADOPT A RESOLUTION AMENDING THE FY 2022-23 CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET BY CREATING A NEW PROJECT, “MISSION BOULEVARD GUARDRAIL” AND APPROPRIATING $90,000 OF ARP FUNDING RECOMMENDATION:

It is recommended that the City Council adopt the following resolution:

RESOLUTION NO. 2022-120 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE FY 2022-23 CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET BY CREATING A NEW CIP PROJECT: “MISSION BOULEVARD GUARDRAIL,” PROJECT NO. 428-2590-XXXXX-71067, AND APPROPRIATING $90,000 OF CORONAVIRUS STATE AND LOCAL FISCAL RECOVERY AMERICAN RESCUE PLAN (ARP) FUNDING TO THE PROJECT EXECUTIVE SUMMARY: Adopting the attached Resolution (Attachment No. 1) will create a new CIP project “Mission Boulevard Guardrail,” Project No. 428-2590-XXXXX-71067 (Project). It will also appropriate $90,000 of Coronavirus State and Local Fiscal Recovery American Rescue Plan (ARP) funding to the Project. The Project will install approximately 500 feet of guardrail along the south side of Mission Boulevard beginning at the southeast corner of Mission Boulevard and Phillips Drive.

FISCAL IMPACT: The Project will be funded with FY 2022-23 existing District 5 ARP allocation funding and will amend the FY 2022-23 CIP budget by increasing appropriations by $90,000. It is not anticipated that additional costs will be incurred by the General Fund as a result of this Project.

The table below summarizes the fiscal impact of this action:

Project / Funding
“Mission Boulevard Guardrail,”
Project No. 428-2590-XXXXX-71067
Beginning Budget
$0
Appropriation of ARP Funding
$90,000
Ending Budget
$90,000
PREVIOUS RELATED ACTION: On September 20, 2021, the City Council adopted Resolution No. 2021-129 approving the City’s expenditure plan for the Coronavirus State and Local Fiscal Recovery American Rescue Plan (ARP) funds.

DISCUSSION: This Project will provide a guardrail at Mission Boulevard, beginning at the southeast corner of Phillips Drive and Mission Boulevard, for an approximate length of 500 feet east along the southside of Mission Boulevard. This location has been the site of numerous traffic collisions that have resulted in vehicles being forced off the road and down the slope along the south side of Mission Boulevard towards several residential homes. Mission Boulevard is a main thoroughfare in the City, connecting residents to goods and services, government (including City Hall, the Superior Court, and the County Department of Public Services, all located along Mission Boulevard), medical offices, and schools. Adding the guardrail will enhance the overall safety of the area, reducing the severity of traffic accidents, facilitating health and wellness with the use of ARP funds under the government services revenue replacement category.

COUNCIL PRIORITIES & GOALS:

This item supports the 2021-22 City Council Priority 5: Infrastructure: Invest resources in streets, sidewalks, parks, landscaping, water systems, and public facilities to enhance the economic development, public safety, accessibility, and beauty of the City.
