CITY OF POMONA

COUNCIL REPORT
July 18, 2022
To: Honorable Mayor and Members of the City Council
From: James Makshanoff, City Manager
Submitted By: Rene Guerrero, Public Works Director
SUBJECT: AWARD OF CONTRACT TO BUCKNAM INFRASTRUCTURE GROUP, INC. FOR PAVEMENT MANAGEMENT SURVEY SERVICES RECOMMENDATION:

It is recommended that the City Council take the following actions:

Award a one-year contract to Bucknam Infrastructure Group, Inc. in the amount of $97,521 to develop a Pavement Management Survey to update the City’s Pavement Management Program (PMP); and Authorize the City Manager to execute the contract and all necessary documents/amendments, subject to approval by the City Attorney.

EXECUTIVE SUMMARY: Approval of the above recommended actions will allow the City to enter into a contract with Bucknam Infrastructure Group, Inc. to update and maintain the current Pavement Management Program (PMP). The Consultant will provide the City of Pomona with a comprehensive report and documentation that will be submitted to the Los Angeles County Metropolitan Transportation Authority (METRO) for required compliance. In addition, the Consultant will generate reports and provide pavement management software support and updates.

FISCAL IMPACT: Funding for the Pavement Management Program (PMP) in the amount of $97,521 is included in the FY 2022-23 Public Works Engineering/Construction Operating Budget (101-2532-52285-00000) and Transportation Development Operating Budget (101-2530-52285-00000). The effective date of the contract will be July 1, 2022.

PUBLIC NOTICE REQUIREMENTS: In accordance with Pomona City Code Section 2-993.1, the Notice Inviting Bids was posted on Planet Bids on March 14, 2022, with a due date of April 13, 2022.

PREVIOUS RELATED ACTIONS: On July 1, 2019, the City Council awarded a one-year contract to Bucknam Infrastructure Group, Inc. for Pavement Management Survey services to update the City’s Pavement Management Program (PMP). On April 6, 2020, the City Council received and filed a PMP presentation.

DISCUSSION: The award of contract to Bucknam Infrastructure Group, Inc. to develop a Pavement Management Survey is needed to update the City’s PMP. To qualify for Proposition C funding, the City is required to maintain and update a PMP which includes an inventory and assessment of the pavement conditions every three years. However, for Surface Transportation Program (STP) funding, the PMP must be updated and certified every two years. If the City Council approves the proposed contract, the scope of work and annual report will cover the assessment of pavement conditions for the City's arterial, collector, and local streets to cover State and Federal funding requirements for two years (STP) and three years (Prop C). The annual report will contain an assessment of each segment in the pavement network, maintenance and repair strategies, identify potential streets for improvements based on those strategies (forecasted maintenance report), and a work history report. The Consultant is expected to complete this work by the beginning of 2023.

One of the primary goals of the City and the Public Works Department is to maintain the roadways to ensure that the streets allow safe and reliable transportation. This requires a detailed understanding of the existing pavement conditions to provide a reliable forecast of future needs. The PMP is a planning tool used to aid pavement management decisions. A certified PMP is also a requirement to ensure funding eligibility.

In accordance with Pomona City Code Section 2-993.1, the City published RFP #2022-18 for Professional Consulting Services for the Pavement Management Program Update on Planet Bids on March 14, 2022, with a due date of April 13, 2022. 460 vendors were notified 38 prospective bidders downloaded the proposals which resulted in two responses were received. Bucknam’s bid was the lowest response at $97,521. The City Council previously awarded a one-year contract to Bucknam Infrastructure Group, Inc. for Pavement Management Survey services to update the City’s Pavement Management Program (PMP) on July 1, 2019.
