PREVIOUS RELATED ACTION:

On September 20, 2021, Council adopted Resolution No. 2021-108 amending the FY 2021-22 Operating Budget by increasing revenue and appropriations in the amount of $300,000 from PUSD, in grant funding for the City’s Outdoor and Active Youth Program.

DISCUSSION:

In 2020, PUSD and City leadership identified and affirmed that COVID-19 had significant negative impacts on youth educationally, recreationally, socially and emotionally. This was magnified by students not being able to interact with others and participate in activities, as they were able to pre-pandemic.

In FY 2021-2022, the City received grant funding from PUSD to provide activities at city parks adjacent or in close proximity to district schools. Through the funding provided by PUSD, the Outdoor and Active Youth Program was established and staffed in 2021. However, due to staffing constraints and COVID-19 related restrictions, in person activities did not begin until the beginning of February 2022.

From the beginning of February 2022 to the end of June 2022, the Outdoor and Active Youth Program has offered a variety of programs for youth (ages 4 to 17) at all eleven (11) Outdoor and Active Youth Program sites, including outdoor enrichment and recreation based activities, such as various sports and nature /outdoor outings.

Unfortunately, even now in 2022, the lengthy duration of the pandemic and its rippling after effects with the deprivation of these social interactions and in-person activities have compounded the negative effects. These adverse effects continue to impact the physical and mental health of youth. All leading to a decrease in recreational/physical activity, increased sense of isolation, depression and unfortunately self-harm and suicide.

Furthermore, youth in lower socio-economic communities, like those in Pomona, are disproportionately impacted by the aforementioned. They are less likely to have access to safe recreational spaces, the financial means to engage in paid activities or interventions and the lack of availability of such activities in their community. This lack of access to recreation, also leads to inactivity and consequently higher rates of obesity, which is prevalent in Pomona.

As a result, City staff along with PUSD, understand that it is vital to continue to get youth to be active, to reconnect with the outdoors and nature, and increase socialization. To address these ongoing needs, PUSD has made an additional $375,000 in grant funding available to the City. The Community Services Division will be using this funding in FY 2022-23 to add and offer enhanced programming through the Outdoor and Active Youth Program.

Added Programing Includes:

Expansion of the City’s sports leagues and programs with designated PUSD Outdoor and Active sites.

Addition of less traditional sports and recreation games to provide a variety of options for physical fitness (e.g., rock climbing, skateboarding, kickball, etc.).

Creation of outdoor recreation / nature based enrichment programs that will take place in Pomona parks and greenspaces outside of Pomona (e.g., county, state, national parks, etc.).

Expanded day trips to include outdoor based field trips to natural areas, professional sporting events and other educational based trips.

Expanding opportunities to middle and high school aged youth.

The focus will be remain on schools adjacent or in close proximity to the following parks:

Kellogg Park
Kennedy Park
Palomares Park/La Casita
Martin Luther King Jr. Park
Montvue Park
Philadelphia Park
Phillips Ranch Park
Tony Cerda Park
Washington Park
Westmont Park
Willie White Park
In closing, City staff are proud to report that 20 programs were developed in the first year of this program and have been well received. Many of the programs have been filled to capacity with some carrying waitlists. Program staff have also added sessions and expanded capacity to accommodate waitlisted individuals, whenever possible. To date, the City’s Outdoor and Active Youth Program successfully registered 669 Pomona youth with representation from 32 PUSD schools. As of June 2022, the City through support of this program has provided over 250 hours of outdoor play to Pomona youth.

COUNCIL PRIORITIES & GOALS: This item supports the 2021-22 City Council Priority 4: Safe and Clean Community; Goal M: Improve safety and cleanliness at parks and public spaces; Step 3: Re-open community centers as public health orders allow, collaborating with community organizations to increase service levels to seniors, families, and youth.
