COUNCIL REPORT
July 18, 2022
To: Honorable Mayor and Members of the City Council
From: James Makshanoff, City Manager
Submitted By: Benita DeFrank, Neighborhood Services Director SUBJECT: Public Hearing Amending the Consolidated Plan, the Fiscal year (FY) 2022-23 Annual Action Plan, the FY 2022-23 City Operating Budget and the FY 2022-23 Capital Improvement Program (CIP) Budget TO APPROPRIATE Community Development Block Grant Corona Virus (CDBG-CV) and Emergency Solutions Grant corona virus (ESG-CV) Funds RECOMMENDATION:

It is recommended that the City Council adopt the following resolution:

RESOLUTION NO. 2022-137 – (ATTACHMENT NO. 1) - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, Amending the Consolidated Plan, the Fiscal year (FY) 2022-23 Annual Action Plan, FY 2022-23 City Operating Budget AND THE fy 2022-23 CIP BUDGET by Increasing/Decreasing Revenue Estimates and APPROPRIATIONS and REALLOCATING Community Development Block Grant Corona Virus (CDBG-CV) Funds AND Emergency Solutions Grant corona virus (ESG-CV) Funds, AS WELL AS AMENDING THE PROJECT DESCRIPTION FOR “LIBRARY FACILITY REMODEL,” PROJECT NO. 428-2590-XXXXX-74118 EXECUTIVE SUMMARY:

Annually, the Housing Services Division administers and implements over 15 different grants, totaling over $30 million in program funds. As FY 2021-22 came to a close, staff identified unexpended funds budgeted for various activities in FY 2021-22 which must be appropriated in FY 2022-23 for expenditure authority. These funds come from projects that were either underway at the time the fiscal year changed and need to be brought forward to complete the projects, or programs that had funding that was not fully expended during the previous fiscal year which will be re-appropriated to eligible activities.

The City may amend its Consolidated Plan and the FY 2022-23 Annual Action Plan by holding a public hearing giving citizens the opportunity to comment on proposed budget changes.

FISCAL IMPACT: This action will adjust the FY 2022-23 Operating Budget by increasing revenue estimates and appropriating unspent funds available from the prior fiscal year. Additionally, there will be a total increase to the FY 2022-23 Capital Improvement Program Budget (CIP) by $360,000 in revenue estimates and appropriations in the same amount as a result of adding additional funds to two projects. The changes to both Operating and CIP Budgets are as follows:

PREVIOUS COUNCIL RELATED ACTION: On June 6, 2022, the City Council adopted the FY 2022-23 City Operating Budget and the FY 2022-23 Capital Improvement Program (CIP) Budget.

DISCUSSION:

The City of Pomona currently receives Community Development Block Grant (Fund 194) CARES Act Coronavirus (CDBG-CV) and Emergency Solutions Grant (Fund 193) CARES Act Coronavirus funds from the U.S. Department of Housing and Urban Development (HUD). At the close of FY 2021-22, various funding sources had unexpended fund balances, including CDBG-CV funds. It is recommended that funding be carried forward to the FY 2022-23 Operating Budget to continue program implementation of existing activities, as well as reallocation of funding to eligible activities.

Proposed reallocations of available funding is as follows:

Library Facility Remodel: This is an existing project where additional funds will be added for the replacement of carpet in the Children’s Room and to sand and paint the patio trellis.

Park Improvements – ADA Accessibility Rubberized Playground Surfacing Replacement:

This is an existing CIP project where an additional $310,000 will be added to replace and expand current rubberized playground surfaces in additional parks in order to comply with ADA standards at various city parks.

COUNCIL PRIORITIES & GOALS: This supports the FY 2019/20 City Council Priority 1: Fiscal and Operational Responsibility – Goal C: Obtain additional grant funding and other revenues to help achieve City goals.
