CITY OF POMONA

COUNCIL REPORT
August 15, 2022
To: Honorable Mayor and Members of the City Council
From: James Makshanoff, City Manager
Submitted By: Theresa St. Peter, Interim Human Resources/Risk Management Director SUBJECT: ADOPTION OF RESOLUTIONS TO ADD AND RESTRUCTURE POSITIONS IN THE LIBRARY, COMMUNITY SERVICES AND WATER RESOURCES RECOMMENDATION:

It is recommended that the City Council adopt the following resolutions:

RESOLUTION NO. 2022-149 – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING APPENDIX B OF THE MEMORANDUM OF UNDERSTANDING WITH THE POMONA MID-MANAGEMENT / CONFIDENTIAL EMPLOYEES’ ASSOCIATION TO RECLASSIFY ONE (1) POSITION OF WATER TREATMENT AND QUALITY CREW CHIEF TO WATER TREATMENT CREW CHIEF RESOLUTION NO. 2022-150 – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA AMENDING AUTHORIZED STAFFING LEVELS FOR THE FISCAL YEAR 2022-23 OPERATING BUDGET RELATED TO POSITIONS IN THE LIBRARY, NEIGHBORHOOD SERVICES AND WATER RESOURCES DEPARTMENTS RESOLUTION NO. 2022-151 – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA AMENDING THE CITY OF POMONA’S SALARY SCHEDULE FOR FISCAL YEAR 2022-23 TO MEET THE CALIFORNIA CODE OF REGULATIONS TITLE 2, SECTIONS 570.5 AND 571 TO REFLECT THE ADDITION OF THE WATER TREATMENT CREW CHIEF CLASSIFICATION EXECUTIVE SUMMARY:

Approval of the proposed Resolutions (Attachments No. 1, 2, and 3) will increase hours for the current Library Supervisor and add four (4) positions in the Community Services Division of the Neighborhood Services Department as part of the City’s efforts to focus more resources on youth. It will also reclassify one position in Water Resources to better reflect the staffing needs of the department.

FISCAL IMPACT:

As a commitment to provide additional youth services as a defined priority of the community, the FY 2022-23 Adopted Budget includes a $1.3M as the first portion of annual contributions that are planned to continue in the following four fiscal years with the eventual goal to provide a total $10M for youth commitment. $1.0M of the $1.3M was allocated to Neighborhood Services, while the remaining $0.3M was allocated to the Library.

The total estimated General Fund cost of increasing the Library Supervisor position from .6 to 1.0 is $33,756 annually for Fiscal Year (FY) 2022-23. This increase will be funded by the $0.3M youth commitment allocated to the Library.

The estimated cost of the four full-time positions in the Community Services Division of the Neighborhood Services Department is $366,196 annually for FY 2022-23. Vacant hourly positions will be reduced by $266,060 to help offset the cost of the two (2) full-time Administrative Assistants I/II/III and the one (1) full-time Management Analyst. The new Recreation Coordinator position amounting to $100,136 will be funded by a portion of the $1M youth commitment allocated to Neighborhood Services.

There is no change in cost associated with reclassifying the position in Water Resources.

DISCUSSION:

Approval of the three (3) attached resolutions will increase hours for the Library Supervisor, add four (4) positions in Community Services; and reclassify one (1) Water Treatment and Quality Crew Chief to Water Treatment Crew Chief. Each of the recommendations is described below.

Increase Library Supervisor from .6 to 1.0.

During the FY 2022-23 Budget adoption process, the City Council appropriated significant additional funding for youth services, including $300,000 to the Library. As proposed, increasing the current Library Supervisor from the currently authorized .60 (24 hours per week) to full time status (40 hours per week) will enable the Library to increase additional youth programming. The proposed incumbent Library Supervisor, currently serves as the Children’s Librarian and is responsible for planning, implementing, and oversight of all youth services in the Department, including children’s story time, the Summer Reading Program and all holiday related special events.

Add Four (4) Positions in Community Services.

The proposed staffing additions will help support the growth of the Community Services programs, which is in alignment with the City Council’s and community’s desire for additional youth programming, partnerships/collaborations, providing enhanced communication with the public, and the City’s desire to improve efficiency.

The Division recommends addressing the above needs by adding the following four (4) positions:

One (1) Recreation Coordinator (1) to enhance the Division’s ability to engage the community and more consistently, and uniformly calendar and disseminate related programming, information and resources, via social media, website, Recreation Guide, etc.

Two (2) Administrative Assistant I/II/III to help support the Division’s administrative needs. These two full-time administrative positions will support recent programmatic growth and will perform a wide variety of administrative duties in support of the Division’s programs, relieve management and program staff so they may focus on recreation and youth programs, and provide assistance to citizens regarding services and operations.

One (1) Management Analyst to support the Division’s efforts in applying for and managing outside funding (e.g. grant, sponsorships, etc.), improve outdated or absent policies, procedures and processes to improve customer service, support with quality control and data analysis.

Reclassify One (1) Water Treatment and Quality Crew Chief to Water Treatment Crew Chief (Range MC-073). The proposed change reflects a prior reorganization that resulted in Water Treatment and Water Quality functions being separated into two different divisions. This reclassification is recommended to better align the title and job description with the current duties and responsibilities. This is a follow-up action to similar reclassifications approved on July 18, 2022. This position was unintentionally omitted from the prior actions. The action will become effective August 14, 2022, the same date as the prior actions.
