It is recommended that the City Council take the following actions:
Approve Amendment No. 2 to an agreement with Stantec Consulting Services in an amount not to exceed $2,181,101.70 with an expiration date of June 30, 2023; and Authorize the City Manager to execute Amendment No. 2 with Stantec on behalf of the City, subject to review and approval by the City Attorney.
EXECUTIVE SUMMARY:
Staff is seeking City Council approval for Amendment No. 2 (Attachment No. 1 to an agreement with Stantec Consulting Services (Stantec) to continue implementing the Coordinated Integrated Monitoring Program (CIMP) on behalf of the East San Gabriel Valley Watershed Management Group (cities include Claremont, La Verne, Pomona and San Dimas).
FISCAL IMPACT:
The Stantec agreement covers two different general tasks and multiple funding sources; additionally much of the work under this agreement has been completed. The funding sources for the agreement are the Cities of Pomona, Claremont, La Verne, and San Dimas, and Measure W. Additionally, because the agreement is a multiyear agreement, some of the agreement tasks have already been completed and Stantec has been paid for their efforts. The table below delineates the expenses, and what has been paid in each year of the services under the agreement. Finally, as seen in the table below this amendment is not for FY22-23 expenses alone. The amendment amount included expenses already paid, and expenses for the current fiscal year.

PREVIOUS RELATED ACTION:
On June 1, 2020, the Council approved the award of a sole source agreement with Stantec for $656,681 to provide engineering services for the implementation of the Coordinated Integrated Monitoring Program on behalf of the East San Gabriel Valley Watershed Management Group.
At the August 3, 2020, City Council approved to execute the Transfer Agreement for the Municipal Funds of the SCW program funds.
On January 4, 2021, City Council approved Addendum No. 1 for an infiltration study, and adopted Resolution 2021-02 to amend the FY 2020-21 adopted budget.
DISCUSSION:
The City is mandated to meet numerous requirements under its MS4 permit, including stormwater and non-stormwater quality monitoring. In an effort to coordinate our activities and reduce costs, over the last 10 years, the City has collaborated with the cities of Claremont, La Verne, and San Dimas to meet these requirements. Stantec has been the group’s consultant since the 2012 MS4 Permit issuance, which requires the group to monitor and meet water quality objectives in the watershed. Stantec has significant knowledge of the watershed, has built a great working relationship with the group, and has collaborated with Six Basins Watermaster on behalf of the group to devise projects for the Measure W regional funds.
At this juncture, staff is seeking approval of Amendment No. 2 to complete this year’s required Regional Board monitoring and reporting activities. The City will continue to work with our neighboring cities to cost share and share data. Staff will work with the City Attorney to complete the agreement amendment to ensure it captures the necessary language to complete the required tasks for permit compliance and to protect the City.
