Submitted By: Rene Guerrero, Public Works Director
SUBJECT: ADOPTION OF THE LOCAL ROADWAY SAFETY PLAN (LRSP) RECOMMENDATION: It is recommended that the City Council adopt the Local Roadway Safety Plan (LRSP).
EXECUTIVE SUMMARY: Adoption of the LRSP will provide a proactive approach to addressing safety needs throughout key locations in the City of Pomona (City) and will demonstrate agency responsiveness to safety challenges. Future federal grant opportunities, such as Highway Safety Improvement Project (HSIP) grants, will require local agencies to have a LRSP in place to be eligible to apply.
FISCAL IMPACT: No fiscal impact at this time.
PREVIOUS RELATED ACTION:
On May 17, 2021, City Council approved a Program Supplemental Agreement (PSA) and adopted Resolution 2021-53 to accept $72,000 of HISP Grant Funds for “Local Roadway Safety Plan (LRSP),” Project No. 428-2590-XXXXX-68570.
On November 16, 2020, City Council approved an appropriation of $28,000 of General Funds to Project No. 428-2590-XXXXX-68570, and awarded a professional services agreement to KOA Corporation for preparation of the LRSP.
On June 29, 2020, a new CIP Project, “Local Roadway Safety Plan (LRSP),” Project No. 428-2590-XXXXX-68570, was created.
On January 27, 2020, City Council authorized the submittal of a funding application for the preparation of a LRSP.
DISCUSSION: The City received a Highway Safety Improvement Program (HSIP) grant in the amount of $72,000 from Caltrans in 2021 to prepare a LRSP, and created an associated project in the City’s adopted FY 2021/22 Capital Improvement Program. A LRSP provides an opportunity to address unique roadway safety needs in the City while contributing to the success of the State’s Strategic Highway Safety Plan. The LRSP provides a framework and process for identifying, analyzing, and prioritizing roadway safety improvements. In addition, completing the LRSP will allow the City to be eligible to apply for and receive federal grant funds in future years.
The City began the LRSP process in November 2021 with the selection of KOA Corporation to assist the City with preparing the LRSP. The LRSP was developed using the process outlined by Caltrans to provide a systematic approach to providing safety improvements. The plan is data driven, using a comprehensive analysis of five years of collision data. The collision analysis provides various Citywide collision statistics, such as collisions per year; collisions involved with vehicles, pedestrians, bicycles, or property; types of injury collisions; and collision causes. Just as important, the City and KOA established a stakeholder group that included the County Fire Department, Pomona Police Department, Day One, Pomona Unified School District (PUSD), iPoly High School, CalPoly University, and Western University. Two stakeholder meetings were held in April 2022 to discuss the purpose of the plan and identify any locations to be considered in the LRSP. In addition, a LRSP informational and survey website was created for the community’s use. A link to the website was posted on the City’s social media platforms multiple times inviting residents to participate in the survey. Upon request, hard copy surveys were also mailed out to some residents. The public commenting period was open during the month of May 2022.
The above-mentioned process results in a list of improvements and actions that address the areas of highest need, as supported by the data and review of the comments from the public, stakeholders, and city staff. KOA has prepared a toolkit of countermeasures to address safety patterns. The most relevant countermeasures were recommended for the locations identified as highest need. These recommendations will help guide future design and engineering to develop projects to enhance safety at key locations. The final LRSP report (Attachment No. 1) documents the process and results, including technical data and detailed analysis. More importantly, the report includes recommendations for implementation actions.
