CITY OF POMONA

COUNCIL REPORT
August 15, 2022
To: Honorable Mayor and Members of the City Council
From: James Makshanoff, City Manager
Submitted By: Rene Guerrero, Public Works Director
SUBJECT: RESOLUTION AMENDING THE FY 2022-23 CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET BY CHANGING THE NAME OF “CONCRETE SLAB AT COUNTRY CROSSING PARK” PROJECT NO. 428-2590-XXXXX-71082 TO “CONCRETE SLAB AT PHILLIPS RANCH PARK” RECOMMENDATION: It is recommended that the City Council adopt the following resolution:

RESOLUTION NO. 2022-152 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE FY 2022-23 CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET BY CHANGING THE NAME OF “CONCRETE SLAB AT COUNTRY CROSSING PARK,” PROJECT NO. 428-2590-XXXXX-71082 TO “CONCRETE SLAB AT PHILLIPS RANCH PARK” AND AMENDING THE PROJECT DESCRIPTION EXECUTIVE SUMMARY: Adopting the attached Resolution (Attachment No. 1) will correct CIP project “Concrete Slab at Country Crossing Park,” Project No. 428-2590-XXXXX-71082 by renaming it to “Concrete Slab at Phillips Ranch Park,” and will amend the project description to refer to Phillips Ranch Park instead of Country Crossing Park.

FISCAL IMPACT: There is no fiscal impact associated with this action. There is already $20,000.00 of American Rescue Plan (ARP) (D5) funding allocated to this project as approved in the Fiscal Year 2022-23 annual CIP budget.

PREVIOUS RELATED ACTION: On June 6, 2022, the City Council adopted Resolution Number 2022-94 approving and adopting the City’s CIP budget.

DISCUSSION: In the adopted Fiscal Year 2022-23 CIP budget, CIP Project No. 428-2590-XXXXX-71082 was incorrectly named “Concrete Slab at Country Crossing Park,” and the description incorrectly references Country Crossing Park. Approval of this item will correct CIP Project No. 428-2590-XXXXX-71082 by changing the name from “Concrete Slab at Country Crossing Park” to “Concrete Slab at Phillips Ranch Park.” It will also amend the project description in the CIP details sheet (Attachment No. 2) to say, “This project will improve and expand the concrete slab at Phillips Ranch Park resulting in 1,475 square feet of concrete pavement, enhancing the safety and ADA accessibility of the picnic area of the park. The Federal Treasury's ARP regulations are written in terms of economically underserved communities. Since the disabled community is also underserved, and there is a lot of overlap between the economically and underserved communities, this warrants the use of ARP funds for this project.” COUNCIL PRIORITIES & GOALS:

This item supports the 2021-22 City Council Priority 5: Infrastructure: Invest resources in streets, sidewalks, parks, landscaping, water systems, and public facilities to enhance the economic development, public safety, accessibility, and beauty of the City.
